In situations of armed conflict and violence, Geneva Call (GC), as a neutral, impartial and independent international humanitarian organisation, endeavours to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection.

GC is currently focusing its efforts the following thematic areas under the umbrella of international humanitarian norms – banning the use of anti-personnel mines, protecting children and education, prohibiting sexual violence and gender discrimination, prohibition of forced displacement, protection of cultural heritage and the protection of health care – all in the context of armed conflict and violence.

GC’s operations in the Philippines are currently focused on improving the protection of civilians in Maguindanao, North Cotabato and Lanao del Sur. Programming in adjacent areas – namely Bukidnon, Lanao del Norte, South Cotabato and Sultan Kudarat - is planned to commence within 2021.

Role:

The Project Coordinator will provide technical oversight for achieving the outcomes, outputs and implementing activities of GC in the Philippines for the ECHO-funded Project: “Preparedness for Protection in Southeast Asia”. GC’s actions under this project specifically contribute to mitigating protection risks to vulnerable communities and aim to support the creation of a culture of protection of rights among community and armed actors, including influencing armed non-State actors to prevent abuses and support humanitarian norms as well as strengthening community-based protection advocacy groups in fragile communities in Mindanao.

The Project Coordinator will take the lead in implementing the project and will ensure that the project meets its objectives and deliverables quantitatively, qualitatively and within the prescribed timeframe and budget following internal procedures and donor requirements. The Coordinator will ensure quality MEAL, documentation, and reporting, both by GC and partners.

In addition, the Project Coordinator is expected to contribute to the design, planning, and implementation of other initiatives as part of the overall Philippines country programme. Importantly, the Project Coordinator shall ensure that the Project and overall country programme are in sync and that no aspects in the Project’s implementation would have adverse effects on attaining the broader strategy for the Philippines programme.

Technical knowledge or experience in

  • Project planning, monitoring, reporting and evaluation;
  • Managing projects, partnerships and teams;
  • Protection, disaster risk reduction or humanitarian experience;
  • Designing and implementing training programmes;
  • Software skills (MS Office, Excel, KOBO, graphic design tools, social media, email);
  • Human Rights Law, International Humanitarian Law;
  • Gender
  • In-depth knowledge of the conflict context in Central Mindanao;
  • Knowledge of relevant international, national and regional policy and legal frameworks

Education

Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights

Languages

  • Excellent English and Tagalog required
  • Tagalog and local dialects (Maguindanaoan, Maranao, Teduray, Bisaya, Tausug, Yakan etc.) preferred

Conditions

Position: 100%. Contract duration: 1 Sept 2021 until 30 August 2022. The first two (2) months of the contract period is a probation period.
