Context of the mission:

The Medical Rehabilitation Center which is open in Baghdad since August 2017, aims at providing a comprehensive medical care to wounded patients including physiotherapy, nursing care, pain management and psychological support.

The Project which consists in a 30 beds hospital, is part of a regional platform of MSF operational response around surgery, rehabilitation and mental health for violence-related patients. It specifically focus on early rehabilitation as a means to enhance a longer term recovery, and it strongly relies on networking and collaboration with local partners both for the admission of patient and for the sustainable improvement of post-operative practices in the country.

In addition to its long term goals and despite the fact the security context in Baghdad is mostly followed by the Country management team, the Project is also involved in Emergency preparedness and response within Baghdad with potential actions ranging from donations and training to the temporary modification of the Project framework.

Main responsibilities:

In close collaboration with the country management team, the Project Coordinator will oversee the clinical and operational management of the Medical Rehabilitation Center (the Project) with the following main responsibilities:

ð Lead the definition and the implementation of the Project’ Medico-operational strategy and ensure its proper sizing and structuring.

ð Develop and maintain strong collaborative relationships with the key partners of the project including the Ministry of Health, the local network surgical practitioners and relevant medical facilities.

ð Ensure a proper planning, organization and monitoring of all resources and capabilities allocated to the project.

ð Provide direct guidance and support to medical teams, and ensure the appropriate implementation of tools, standards and protocols defined for medical activities within the project.

Referents and supervision:

ð Hierarchical referent: Head of mission

ð Technical referent: Medical Coordinator.

ð Direct supervision: Medical activity manager, Head nurse, Physiotherapy activity manager, Project admin focal point, Project logistics focal point.

Essential criteria:

ð Medical or paramedical background.

ð Previous successful experience as Project medical referent or Medical team leader in MSF or in similar organizations.

ð Strong knowledge of surgical and/or rehabilitation programs.

ð Demonstrated project management skills.

ð Demonstrated networking, communication and negotiation skills.

Recommended background:

ð Experience in hospital management

ð Good knowledge of the Health system in Iraq

Skills and competencies:

Planning capabilities, reporting capability, organizational skills, problem solving, multi-tasking, personnel and project management, delegation skills, communication skills, negotiation skills. Computer skills (Microsoft Office: Word, Excel and PowerPoint required).

Terms of employment:

Work location: Baghdad

Contractual status: Fixed term contract - Full time – Minimum 9 months.
