Role & Responsibilities

Supervise the implementation and coordination of MEDAIR’s disaster preparedness/early action project in Western Madagascar in Morondava & Mahabo districts in collaboration with, Mikajy and other project partners as needed. Providing leadership, strategic direction, management and evaluation of all aspects of the Medair Madagascar’s early warning project, the program coordinator also plays a key role in liaison with the BNGRC (National Office for Disaster Management), who is owning the EWS, as well as with the DGM (National Meteorologic Directorate), other local authorities and universities, INGOs, operational partners and other relevant stakeholders, in relation to team leadership, and new project creation and design.

Project Overview

The project will contribute to development of resilience of the most vulnerable and exposed population to natural hazards via disaster preparedness/early action activities to reduce suffering, recover with dignity, and build a more sustainable and secure future. Project activities with stakeholders and beneficiaries are on one hand in field sites and on other hand on national level, in the capital. The project will be implemented in collaboration with Mikajy in 13 communes in the districts of Morondava and Mahabo located in the Menabe region in western Madagascar where communities are constantly faced by re-occurring natural hazards. The project will contribute to development of resilience of the most vulnerable and exposed population to natural hazards via Disaster Risk Reduction activities to reduce suffering, recover with dignity, and build a more sustainable and secure future.

Workplace & Working Conditions

Field based position in Antananarivo, Republic of Madagascar with availability to travel to project intervention sites and field sites. Interventions can be performed in remote and hard-to-reach areas (for which the environment is physically challenging, accessible on foot). The security context is monitored and visits to emergency locations will be expected.

Key Activity Areas

Project Management

  • Oversee the overall implementation of MEDAIR’s disaster preparedness/early action project in consultation with the PM and field team in accordance with the project proposal ensuring objectives are met within the budget.
  • Manage a comprehensive activity plan for the designated project, including resource needs analysis, covering the time frame of the project proposal. Support the PM and team in day-to-day decision making as requested.
  • Ensure that regular monitoring and evaluation assessments against project objectives are conducted and reports made to the relevant in-country or GSO managers or to donors.
  • Maintain an overview of the regional context with a view to the strategic development of new projects both in current sites and in surrounding regions. This may include baseline needs assessments.
  • Support the Country Director in the development and production of new concepts and proposals.
  • Ensure complete and timely reporting of activities to MEDAIR, donors, line managers and any other relevant bodies
  • Ensure all relevant documents related to the designated project(s) are produced and filed according to MEDAIR and donor guidelines.

Representation

  • Develop and maintain relationships with relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs) and represent Medair at relevant meetings (e.g. state and local government, sector-coordination and security) in order to facilitate and ensure cooperation.
  • Seek out and participate in relevant local networks, clusters and task groups on specific humanitarian aid issues.
  • Accompany donors on field trips and ensure programme details are transmitted in a professional manner.
  • Coordinate ongoing and new DRR/EWS projects with other humanitarian partners and ensure increased project impact via operational partners to increase value added of Medair’s projects in the PC operational area.

Financial Management

  • Plan and construct the budgets for the designated projects, in collaboration with the relevant project managers, teams and Sector Advisers and in accordance with donor guidelines.
  • Working with project managers ensuring that budgets are spent according to donor proposals and regulations and within the timeframe, making any budget recommendations to the CD & MDG Head of Programs at Medair GSO.
  • Monitor the spending of ongoing and new DRR/EWS projects to ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices and allocation additional match funding accordingly.

Staff Management

  • Ensure all personnel related issues for the staff of the designated project(s) are carried out with MEDAIR guidelines. This includes recruitment, appraisal, objective setting, development and training, disciplinary action, etc.
  • Ensure that staff receive appropriate and adequate training by providing mentoring and coaching.
  • Hold regular team meetings and, through a supportive communication structure, develop and build a team.
  • Promote the health and security of the staff by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

Quality Management

  • Promote and use the Medair e-library, ensuring that all standardised formats are used, and guidelines are followed.
  • Ensure ongoing and new DRR/EWS projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country, and international standards. Follow the direction of the relevant advisors at GSO regarding technical guidelines. Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.

Qualifications

  • University degree in a relevant subject such as Management / Development Studies / Business Administration/technical training in DRR, emergency response and related fields.
  • Strong working knowledge of French (spoken and written). Malagasy desirable.

Experience

  • 5 years post-qualification experience in a management position, preferably in a relief environment.
  • Knowledge of Humanitarian Essentials, Sphere and CHS Standards and other international humanitarian guidelines and protocols. Advanced planning, assessment and analytical skills.
  • Good report and proposal writing skills Good negotiation skills. Problem solving ability.
