Brazil has received funds from the Green Climate Fund (GCF) for the project “REDD+ results-based payments for results achieved by Brazil in the Amazon biome in 2014 and 2015”. The results-based payments received by Brazil from the GCF will contribute to the implementation of the forest sector actions of Brazil’s NDC and Brazil’s REDD+ National Strategy overall objective. This project has two main outputs:

 

 

The Floresta+ is a new and innovative pilot program that aims to provide incentives for environmental services in the Legal Amazon region, in accordance with Brazil’s Forest Code, the ENREDD+ and Brazil’s NDC. This pilot program will have the following specific objectives: 1. provide monetary compensation to incentivize native vegetation conservation and restoration/recovery and improvement of ecosystems that generate environmental services (including but not limited to carbon); 2. prevent the occurrence of deforestation, forest degradation and forest fires through financial incentives; 3. incentivize the restoration/recovery of native vegetation of rural properties, conservation areas, indigenous lands, land settlements and local community lands; 4. value the actions of land owners, land users, settlers, Indigenous Peoples and local communities in conservation and restoration/recovery of native vegetation; 5. Promote compliance with the environmental legislation, especially that related to the protection and restoration/recovery of native vegetation (Forest Code); 6. offer a financial mechanism to foster the development and implementation of public policies aimed at conservation and restoration/recovery of native vegetation.

This project also aims to contribute with the ENREDD+ implementation facing the complexity of a forest monitoring system for the whole Brazilian territory, the low capacity and resources of subnational governments and IPLCs to engage in ENREDD+ implementation, the limited amount of public resources to implement the ENREDD+, the safeguard information scattered among different governmental systems and/institutions and the complexity to evaluate the impacts of REDD+ [1] policies.

It is with this background that a qualified, experienced and self-motivated Project Coordinator is being sought for recruitment.

The Project Coordinator is responsible for day-to-day management and decision-making for the project. The Project Coordinator’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost.  The Project Coordinator reports to UNDP. 

The Project Management Unit (PMU) will be headed up by the Project Coordinator (PC). The PC will take charge of all outcomes under Project Document. The PC will also have managerial responsibilities vis-à-vis the approval of processes within UNDP’s system.

In view of her/his responsibilities to deliver these outcomes, the PC should have substantial project management experience, ideally of international cooperation projects. Background knowledge on environmental issues would also be preferred. The PC will be a full-time post over the project lifespan. This is a critical position and it is important that person filling this position has a continuous global overview of the project and its objectives.

The execution of the PC’s duties in the PMU will be supported by a Project Technical Advisor and a Project Assistant. She/he will be responsible for the day-to-day running of the PMU, under the supervision of UNDP Country Office and in alignment with inputs from the Project Coordination Unit (PCU), in MMA. The PC is ultimately responsible for organizing and overseeing delivery on all aspects and activities of the Project.

Ensures the adequate progress of project activities and the achievement of project outcomes, targets and indicators, by focusing on the following results:

  • Plan and develop project Annual Work Plans (AWPs) and establish Annual Targets in accordance with the Project Document and in close coordination with project stakeholders, the UNDP CO, the PMU and the PCU staff;
  • Ensure that AWP activities suggested are in line with the overall direction set by the Project Document and lead to the timely achievements of project targets and results;
  • Oversee and coordinate development and formulation of detailed implementation plans, procurement and human resources, communication and risk management plans for the Project;
  • Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation, procurement and HR plans;
  • Identify bottlenecks and develop solutions;
  • Assess project impact and oversee the appropriateness and accuracy of methods used to verify progress and results;
  • Establish adequate monitoring procedures and systems throughout project activities in consultation and collaboration with Ministry, UNDP CO and consultants;
  • Ensure that adequate systems are in place to gather data and information for project monitoring and that systematic monitoring of project progress against targets is undertaken, including regular field trips for monitoring purposes;
  • Develop innovative improvements to enhance performance of the project;
  • Manage the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the Project Board and GCF. Ensure that GCF and UNDP reports are prepared according to UNDP’s SOPs, quality standards and in line with the contractual obligations to GCF;
  • Coordinate, prepare and ensure that all internal and external reports are submitted by deadlines;
  • Coordinate and prepare ad hoc thematic and substantive reports/analysis/briefs;
  • Ensure that project communications activities are being implemented;
  • Organize and participate in project level coordination meetings and/or technical working groups as per project document and AWP;
  • Implement project governance arrangements; and
  • Ensure organization of Project Board meetings and ensure timely preparation of agenda, background materials to agenda items and minutes.

 

Ensures day-to-day management of the project, by focusing on the following results:

  • Ensure compliance of all actions and activities with organizational rules, regulations, policies, strategies and internal control mechanisms;
  • Mobilize personnel, goods and services, training and grants schemes to initiate activities, including drafting and reviewing terms of references and work specifications and overseeing all contractors’ work;
  • Oversee effective provision of services to project stakeholders as required;
  • Oversee the appropriate use of project funds as well as the consistent application of UNDP rules and regulations;
  • Manage requests for the provision of financial resources by UNDP, through advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
  • Monitor budget implementation and accounting to ensure accuracy and reliability of project expenditure;
  • Coordinate preparation of financial reports to UNDP, as required;
  • Supervise and manage project personnel and consultants;
  • Develop ToRs for consultancies and other short-term jobs;
  • Establish performance objectives and standards and ensure timely and appropriate feedback, guidance and support to ensure optimum performance;
  • Undertake performance evaluation of project management staff;
  • Manage and monitor project risks and the environmental and social safeguards. In collaboration with the technical project staff, UNDP and MMA identify new risks and update risk frameworks for consideration of the Project Board for consideration and decision on possible actions if required;
  • Update the status of these risks by maintaining the project risks log;
  • Ensure appropriate management of project assets, attendance records, filing system;
  • Make presentations on the development of the project and, when requested, present them to the public in question;
  • Implement audit recommendations for the project;
  • Provide inputs to audit management responses; and
  • Initiate operational closure of the project.

 

Ensures and coordinates provision of high-quality technical advice and building of partnerships, focusing on achievement of the following results:

  • Coordinate the advisory activities of the project technical staff, including assurance that technical outputs are provided according to plans and up to highest technical standards;
  • Review and clear technical outputs for quality;
  • Establish, maintain and facilitate strategic dialogue between UNDP Staff, project staff, and Government officials at central and local levels, in project’s area of work;
  • Provide technical advice, draft papers/briefs/proposals in project’s technical focus;
  • Facilitates knowledge building and management;
  • Ensure that the Project systematically builds capacities of stakeholders through introduction of innovation and best practices, access to knowledge and expertise and promote their application to project implementation;
  • Promote teamwork, information sharing and collaboration within the Project Team and between the Project Team and the Government partners and UNDP;
  • Promote skills development of project staff through coaching and mentoring;
  • Ensure capturing and disseminations of lessons learnt during project implementation; and
  • Facilitate the Project’s representation and/or participation in international knowledge networks to draw on and share best practice and lessons learned.

Education:

  • Master’s degree or equivalent in Environmental Sciences, Agriculture, Forest Engineering, Rural Development, Business and Public Administration or related field. A Master’s degree in Project Management with a bachelor’s degree in the fields listed above is also acceptable.

 

Experience:

  • Minimum 10 years of relevant experience at the national and/or international level in providing management advisory services, hands on experience in design, planning, implementation, monitoring, evaluation and coordination of high complexity projects and establishing inter-relationships among international organization and national governments is required;
  • Experience in international cooperation projects is required;
  • Experience with the procedures of governmental institutions, international cooperation organizations or funds as it relates to the Project goals and objectives is desirable;
  • Familiarity with the multilateral climate change regime is desirable;
  • Experience of, at least, 6 years in working on forest, land use, agriculture and/or climate change projects;
  • Experience in setting priorities, budgets, work plans, participating in program development and program writing;
  • Experience with REDD+ is an asset;
  • Demonstrated coordination and project leadership skills, and ability to multi-task;
  • Experience in the UN System is an asset;
  • Availability for extensive domestic travel; and
  • Ability to work under high pressure.

 

Language:

  • Excellent command of both oral and written Portuguese and English and good communication skills.
