Context:

Under the overall supervision of the Head of Satellite Office in Zamboanga and direct supervision of the Senior Programme Assistant, the successful candidate will be responsible and accountable for the implementation of Transition and Recovery Unit (TRU) projects in Zamboanga, Basilan, Sulu, and Tawi-Tawi (ZamBaSulTa) in line with IOM policies, standards, and commitments.

Core Functions / Responsibilities:

  1. In close coordination with and under direct supervision of the Head of Satellite Office in Zamboanga, liaise and coordinate with the programme team, thematic specialists, and consultants in the operational requirements of the TRU programme implementation in ZamBaSulTa.

  2. Provide coordination and technical assistance to IOM field teams, implementing partners, and external consultants including timely and quality submission of monthly work plans, project reports, collection of means of verifications, collection of relevant administrative documentations, and circulation of information among IOM Philippines colleagues.

  3. Support programme team in identifying and establishing linkage and coordination to relevant government line agencies, local authorities, civil society organizations, thematic clusters/groups and other stakeholders which support Social Cohesion and Peacebuilding effort in ZamBaSulTa.

  4. Identify and report critical gaps seen in implementation of TRU projects and recommend for appropriate solutions to expand IOM programming in ZamBaSulTa.

  5. Support and facilitate community engagement processes such as consultations, focus groups discussions, information campaigns, and trainings by promoting active participation of community-based organizations, civil society organizations and other groups.

  6. Liaise with local partners and relevant stakeholders implementing other social cohesion and peace building programs in ZamBaSulTa for possible collaboration and avoid duplication of activities.

  7. Support the Programme’s visibility and stakeholder engagements, as required.

  8. Undertake duty travel to support the team and other colleagues, as required.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • University degree in Social Work, Community Development, or a related field from an accredited academic institution with three years of relevant professional experience.
  • High School degree in the above fields with at least five years of relevant professional experience.

Experience

  • Experience in managing or implementing social cohesion, peacebuilding, and community development projects; and assistance for vulnerable individuals or communities, preferred.
  • Experience in community facilitation, local governance processes, Mindanao peace and development issues, and adult education is a distinct advantage.
  • Knowledge of humanitarian, peace and development context in Mindanao, a distinct advantage.
  • Experience in supervising the implementation of administrative control procedures.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
  • Strong coordination and communication skills; and
  • Knowledge of community organization.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English and Tagalog is required. Knowledge of any BaSulTa languages (i.e. Sama, Tausug, Yakan) is desirable.
