Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    1. Background:

    With USD 109 billion in exports in 2021, Viet Nam is one of the world’s leading electronics exporters, and the industry continues to grow. In addition to playing a major role in overall economic growth, the electronics supply chains have also been one of the biggest job creators in Viet Nam in the last decade, employing around one million workers. The growth of the electronics sector has taken place in the context of Viet Nam’s development strategy of deeper global economic integration, pursued primarily through FDI and the negotiation of free trade agreements, including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the EU-Viet Nam FTA.

    The ILO and national tripartite constituent’s collaboration have potential to significantly reshape the labour and social practices in electronics supply chains in Viet Nam. In recent years, for supporting the constituents, the ILO has been active in assisting the government and social partners in labour laws reform process including revision of labour law that created an enabling environment for preparing a new industrial relations framework based on recognition of freedom of association and collective bargaining. It has also built a business coalition in the electronics sector for promotion and implementation of socially responsible labour practices.

    The Project International Labour Standards Compliance in electronic sector in Viet Nam funded through a private public partnership facility aims at developing and implementing programmes that build on what ILO has already achieved in close collaboration with national tripartite actors and key stakeholders (MNEs, suppliers, their associations, trade unions, independent researchers and NGOs) in the electronics industry. Existing ILO programmes operating in Viet Nam, including Better Work and others, will be important vehicles for coordinating work on the new industrial relations system and resilience.


    With Vietnam’s deeper integration into the Global Economy and Global Supply Chains, there exists momentum and national ownership in Viet Nam for ILO programmes designed to improve and sustain workplace compliance and social dialogue. This comes as the country continues its implementation of labour law, OSH and industrial relations reforms as required by the new generation of free trade agreements such as the CPTPP and EUVN FTA. Despite this positive context, there remains significant work to be done with the tripartite constituents and social partners to further ensure the application of labour law and meaningful sectoral and enterprise level dialogue, particularly in key global supply chains in the country like garment and electronics.

    The Project Improved compliance and dialogue in global supply chains in Viet Nam funded by the Japanese Government is based on the ILO’s experience and partnerships gained in Viet Nam in the garment & footwear, electronics, woodworking and seafood sectors with the objectives of supporting national partners in Viet Nam to develop and implement a strategy for effective labour market governance and to bring sustainable improvements to labour law compliance in garment and electronics industries.

    The project would be a combination of initiatives to promote collaboration between public-private sector entities at the systematic level, cross-sectoral fertilization of successful models for compliance and effective labour relations as well as sharing practical models at the enterprise level to promote workplace compliance, based upon achievements made by ILO’s collaboration with national partners as well as manufacturers and buyers operating at the national and international level.

    2. Reporting lines

    Under the overall supervision of the Country Director, the incumbent will report to the National Project Officer (NPO) and will work in close collaboration with the project team, Programme Unit, Operations Unit, and other projects of the Country Office as required.

    Under the supervision of the NPOs, the incumbent will perform project assistant tasks. The work is carried out within the rules and regulations of the ILO and close working contacts are maintained with the Regional Office for Asia and the Pacific, the DWT-Bangkok and with ILO Headquarters as and when required.

    3. Main duties and responsibilities:

    1. Provide general office assistance, handles administrative tasks, provide support to project-related missions and activities, coordinating travel and lodging, and support organizing meetings/seminars/workshops when requires.

    2. Assist in drafting terms of reference for project external collaboration contracts and service contracts under the guidance of NPOs.

    3. Assist in providing information to project’s Implementing Partners on ILO administrative procedures. Inform potential difficulties that may arise from the administrative management.

    4. Liaise closely with other administrative areas to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.

    5. Prepare Purchase Order (including Implementation Agreement, Excol, Good and Services and Grant) under project fund to ensure clarity, completeness and adherence to ILO rules and regulations.

    6. Prepare quarterly monitoring expenditures report to make sure the allocation of the expenses, prepare budget plans, analyse expenditures, costs and commitments.

    7. Assist in the preparation of cash projection and project closure. Assist in administering financial transaction for the project operation and disbursements.

    8. Provide reports on financial status, procedures, exchange rates, costs and expenditures, and potential funding problems to higher-level officers.

    9. Maintain inventory record, miscellaneous and petty cash accounts.

    10. Provide guidance to project partners in Viet Nam on the ILO financial system as well as administrative and financial reporting procedures.

    11. Undertake missions with other team members to provide programming and administrative support where necessary.

    12. Undertake translation from English into Vietnamese and vice versa as required.

    13. Perform other relevant duties as assigned.

    4. Qualification requirements:

    Education

    Completion of secondary school education. Training in programme and/or project administration, accounting and/or finance.

    Experience

    At least five years of relevant professional experience. Proven experience in working effectively with national bodies and institutions including ILO’s key national partners. Knowledge and understanding of the substantive nature of ILO programmes and activities would be an advantage.

    Languages

    Excellent command of English and Vietnamese (Full professional proficiency).

    5. Competencies

    - Good knowledge of programme and/or project administration.

    - Demonstrated ability to apply finance and accounting methods.

    - Good analytical skills and attention to details, able to manage a heavy workload under time pressure.

    - Excellent oral and written communication skills.


    - Ability to interpret and work within the applicable rules, regulations, policies and procedures.

    - Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.

    - Knowledge of the accounting and finance procedures and regulations of the ILO/UN is an asset.

    - Similar experience with the United Nations Common System or an international organization is desirable.

    - Ability to work on own initiative as well as a member of a team. Ability to coordinate the work of support staff.

    - Ability to work in a multicultural environment and to demonstrate gender sensitive and non-discriminatory behaviour and attitudes.
