Brazil has received funds from the Green Climate Fund (GCF) for the project “REDD+ results-based payments for results achieved by Brazil in the Amazon biome in 2014 and 2015”. The results-based payments received by Brazil from the GCF will contribute to the implementation of the forest sector actions of Brazil’s NDC and Brazil’s REDD+ National Strategy overall objective. This project has two main outputs:

 

 

The Floresta+ is a new and innovative pilot program that aims to provide incentives for environmental services in the Legal Amazon region, in accordance with Brazil’s Forest Code, the ENREDD+ and Brazil’s NDC. This pilot program will have the following specific objectives: 1. provide monetary compensation to incentivize native vegetation conservation and restoration/recovery and improvement of ecosystems that generate environmental services (including but not limited to carbon); 2. prevent the occurrence of deforestation, forest degradation and forest fires through financial incentives; 3. incentivize the restoration/recovery of native vegetation of rural properties, conservation areas, indigenous lands, land settlements, and local community lands; 4. value the actions of land owners, land users, settlers, Indigenous Peoples and local communities in conservation and restoration/recovery of native vegetation; 5. Promote compliance with the environmental legislation, especially that related to the protection and restoration/recovery of native vegetation (Forest Code); 6. offer a financial mechanism to foster the development and implementation of public policies aimed at conservation and restoration/recovery of native vegetation.

 

This project also aims to contribute with the ENREDD+ implementation facing the complexity of a forest monitoring system for the whole Brazilian territory, the low capacity and resources of subnational governments and ILPCs to engage in ENREDD+ implementation, the limited amount of public resources to implement the ENREDD+, the safeguard information scattered among different governmental systems and/institutions and the complexity to evaluate the impacts of REDD+ [1] policies.

 

The purpose of these Term of Reference is to hire a Project Assistant for the Project Management Unit - PMU. This project assistant will be a full member of the PMU and will work under the overall leadership of the Project Coordinator.

 

The Project Assistant will be responsible for ensuring adequate administrative and financial management of the project, in accordance with UNDP and GCF procedures. As a result, it is expected that this post will contribute to the successful implementation of the planned activities, as well as the execution and control of the actions committed in the scope of the project.

[1] Reducing emissions from deforestation and forest degradation, and the role of conservation of forest carbon stocks, sustainable management of forests and enhancement of forest carbon stocks.

 

 

Key Functions:

• Support the overall implementation of the GCF Project’s activities through consistent/regular communication updates with supervisor and other relevant contacts;

• Provide financial and administrative support to supervisor and other project staff in the implementation of the Project activities;

• Support to monitoring, evaluation and reporting of the overall Project deliverables through successful coordination with project staff and relevant stakeholder;

• Provide assistance in drafting and developing the necessary reports relevant to fulfillment of the required monitoring & evaluation activities;

 

Specific Duties:

The assistant will be responsible for providing operational assistance to the project, including but not limited to the following activities:

1. Operational tasks, such as: updating electronic and physical files, acquisition of office supplies, monitoring of service contracts; control of entries and exits of correspondence registered and / or registered by the registry or ECT, meeting room reservations, entry records of consultants, company representatives or MMA / other employees in the UNDP building; prepare drafts of correspondence and internal or external memoranda in Portuguese; among other related tasks;

2. Terms of Reference: prepare drafts for bidding processes for conducting trainings, technical meetings, seminars, etc.

3. Procurement: conduct simplified bidding processes as required;

4. Recruitment of Human Resources: follow-up on ongoing SC and IC contracts;

5. Assistance in the preparation of progress reports, annual action plans and final reports;

6. Assistance in holding tripartite meetings and local or external technical meetings;

7. Assistance in organizing and conducting trainings, technical meetings, seminars, among others. This includes making provisions related to travel, urban transportation, and accommodation of national and international guests;

8. Provide necessary actions for new vendors or updates and monitor their proper approval and effectiveness in the system.

9. Create purchase requisitions. In the case of public or individual bidding processes, follow the publication process of the bid announcement issued through an approved purchase requisition and take whatever steps are required by the Purchasing Unit to expedite the process. Once the process is completed, ensure the approval of the Purchase Order, the issuance of the contract and signature of the same by both the winning company or individual as well as the Resident Representative of UNDP;

10. Create vouchers for invoice payments. In the case of contracting services, conduct a simplified bidding process in accordance with UNDP rules.

11. Monitor the effectiveness of the requested payment, including providing supplemental documentation or new submission for payment request; whenever necessary.

12. Reflect in ATLAS: budget revisions of resource relocation, resource reallocation, substantive, mandatory and final.

13. Reflect support documentation according to the issuance of purchase requisitions and vouchers issued in ATLAS for approval of the Program Officer and issue to the Purchasing or Finance Unit;

14. Keep the contact list of projects and partners updated.

15. Follow-up on UNDP's administrative, financial and operational rules: Program and Operations Policy and Procedure (POPPs) and Internal Control Framework (ICF) in order to alert staff to updates or performance of any activity that is not in accordance with these rules.

Education:

  • Degree in Business Administration, Finance, Economics, or other relevant area.

Experience:

  •  6-year professional experience in administrative and financial assistance in international cooperation projects;
  • Experience in monitoring activities resulting from contracts, projects and agreements;
  • Experience in the technical and logistical organization of meetings, seminars and trainings;
  • Knowledge of the operational and financial system used by UNDP: ATLAS is desirable;
  • Knowledge of information technology (Office package) and systematization of data and information is required.

Language:

  • Excellent command of both oral and written Portuguese and English and good communication skills.
