Serbia responded well to the challenges posed by the public health crisis of COVID 19. There was significant investment in the health sector, with purchase of consumables, medical equipment, and the construction of three completely new COVID hospitals, two new and several renovated laboratories for molecular diagnostic of COVID 19. Strengthening the health sector with the aim of improving access to quality public health care for all citizens is one of the priority tasks of the Republic of Serbia (RS).

Serbia is moderately prepared for health-related emergencies. In the coming year, it should strengthen the overall managerial capacity, human resources and financial sustainability of the health system. In the area of public health, legislation on healthcare is partly aligned with the EU acquis. The national plan for human resources in the health sector has still not been implemented, while the number of physicians leaving the country still remains high. According to the EU Progress Report for 2020, the EU-funded centralized electronic health record system is still not used and compliance with EU health indicators is not yet ensured. On serious cross-border health threats, including communicable diseases, the surveillance and response capacity remains limited and needs to be modernized. A centralized health information and communication system has yet to be implemented. Harmonizing Serbian legislation with the Directive on the application of patients’ rights in cross-border healthcare has yet to be completed. An e-health unit at the Ministry of Health should be established to coordinate the complex activities involved in setting up a comprehensive health information system at all levels of care.  Additional work is needed on using laboratory data for surveillance; on quality and biosafety and biosecurity management systems and on strengthening diagnostic capacities. This will include reconstruction and upgrade of the laboratories that are part of the Ministry of Health network in the context of an increased health system resilience to emergencies. Serbia has a good primary health care structure with 158 primary health care centers (PHCs) in each municipality with links to local self-governments, which creates a solid base for response to potential emergencies. Nevertheless, there is a need to work on capacity building and better connectivity with all local partners, including the civil sector, which can make a significant contribution in responding to emergencies.

To support the Government of Serbia in overcoming challenges in functioning and of the national health system, the EU entrusted UNDP with implementation of the “EU for Enabling a More Responsive Healthcare System” Project. UNDP will implement the Project in close coordination with the partner agency - WHO. The Project lasts four years and will enable reconstruction of the Biosafety Level two laboratories and implementation of the Laboratory Quality Management System, public health upgrade of Disaster Risk Register, development of procedures for reacting in emergencies, establishment of the eHealth system and effective risk communication and community engagement.

Under the overall guidance of the Portfolio Analyst (Manager), the Project Analyst has the overall responsibility for implementation and monitoring of UNDP component of the “EU for Enabling a More Responsive Healthcare System”, ensuring coordination and synergy with WHO activities and quality reporting to the EU. Duties and Responsibilities

Implementation of the Project Activities:

Ensure implementation of project activities, by working closely with UNDP and WHO project teams and other staff assigned to the projects. Contribute to overall integration of the project into the country's activities, policies, and plans; Contribute to preparation of annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans; Provide guidance and reviews of technical specifications of project outputs and activities; Supervise consultants and subcontractors engaged in delivering aspects of the project's work plans; Organize and coordinate project activities such as: development of technical documentation,  reconstruction of the laboratories, workshops, subcontracts, equipment, and administrative support; Support close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations; Facilitate coordination and other support from consultants hired for the Project, and for any relevant missions directly related to the Project; Ensure that the Project produces the outcomes at the required standards and within the specified cost and time limits; Encourage shared learning with national partners.

Providing technical advice and support to the implementation of the Project activities:

In consultation with the partners (line ministries and Institutes for Public Health) prepare TORs for consultants and comment on their reports; Co-develop relevant policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications.

Monitoring, evaluation and reporting of the overall Project deliverables:

Carry out regular follow-up and monitoring of implementation activities; regular updates on the Project’s progress to key stakeholders according to the communication plan.

Knowledge management and gender equality:

Coordinate wide dissemination and visibility of project achievements; Coordinate dissemination of information and knowledge management within the team for effective project implementation; Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries; Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail; Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.

Resources mobilization

Identifies opportunities for resources mobilizations, contributes to building the network of resource partners, development and formulation of new projects and funding initiatives.

Impact of Results

The key results have an impact on the efficient, effective, transparent, and accountable implementation of the project.

Required Skills and Experience

Education:

Master’s degree in natural or social science, or another related field. Bachelor`s degree with 2 years of qualifying experience can be taken into consideration in lieu of Master`s degree.
