Context:

Under the direct supervision of the Programme Coordinator - Displacement Tracking Matrix (DTM) of IOM Afghanistan, the successful candidate will be responsible in supporting and assisting the DTM Programme Coordination with all information management, geospatial analysis, and reporting obligations arising under the DTM project. S/he will also contribute to and facilitate project development, management, coordination and implementation.

Core Functions / Responsibilities:

  1. Support data analysis and preparation of regular reports of DTM’s core products, facilitating the unit’s delivery of quality reports and publications within the set deadlines in coordination with the Global DTM Team in Geneva and Regional Office Bangkok,

  2. Utilize ArcGIS, InDesign, Excel, Power BI, or equivalent software to support the development of DTM public reports and information products, which include data analysis, maps and infographics, coherent report structure and appropriate contextualization.

  3. Ensure the harmonization of DTM data and reports with other DTM information products(interactive tools, maps, web portal, social media presence, media outreach, etc.).

  4. Undertake spatial analyses, cross-analysing migration and multisectoral geospatial data, and prepare visualizations, dashboards and information products using GIS-related software and systems to meet specific, thematic needs.

  5. Develop geospatial modelling and analysis and undertake digitization and geo-referencing.

  6. Develop, customize and maintain discipline-specific GIS (maps, tables, etc.).

  7. Uphold the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities. Bring issues of non-compliance to the attention of the supervisor.

  8. Provide secondary support in project development, including contributing to the preparation of project interim and final reports and project proposals, budgets, results matrices, and work plans.

  9. Provide secondary support in programme implementation, administration and monitoring and evaluation, tracking progress and following up on targets and deadlines.

  10. Undertake duty travel, as required and in line with prevailing security restrictions, related to project implementation, coordination, staff training and liaison with partners.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, International Relations, Political Science, Communications, Demography, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working in international organizations and the humanitarian community; supporting complex emergency duty station;

• Experience in data collection, research, and report writing;

• Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;

• Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, word processing, GIS, graphic design and desktop publishing; • Experience in the development and implementation of population databases a distinct advantage;

• Experience in project development, management, implementation, coordination, and monitoring and evaluation;

• Experience in relevant issues such as migration, displacement, humanitarian assistance, reintegration and development would be an asset.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Dari, Pasto, French and/or Spanish is an advantage.
