Under guidance and direct supervision of the Crisis Prevention and Recovery (CPR) Portfolio Team Leader, the Programme Associate provides leadership in execution and delivery of services to the CPR unit, including the projects within the portfolio; he/she also contributes to the design, planning and management of the country programme by managing the data, assisting the programme implementation and promoting a client-oriented approach consistent with UNDP rules and regulations.

 

The Programme Associate supports and guides the clerical staff of projects within the CPR portfolio and works in close collaboration with the operations, programme and project teams in the Country Office (CO) as well as relevant staff in the Istanbul Regional Hub (IRH) and the Headquarters in New York (HQs) to resolve complex programme-related issues and ensure information delivery.

Summary of Key Functions:

1. Support to formulation of programme strategies and implementation of the Country Programme Action Plan.

2. Administrative/financial and programmatic support to management of the CPR portfolio.

3. Administrative/financial support and guidance to projects within CPR portfolio.

4. Support to implementation of the resource mobilization strategy.

5. Facilitation of knowledge building and knowledge sharing.

Supports formulation of programme strategies and Implementation of the Country Programme Action Plan focusing on achievement of the following results:

  • Collects, analyzes and provides background information from CPR portfolio perspective for preparation of CCA, UNDAF, CPD, CPAP.
  • Provides background information for formulation of country programme, drafts project documents, work plans, budgets, proposals on implementation arrangements
  • Ensures monitoring of financial delivery of CPR portfolio projects against the Annual Work Plans and CO annual delivery targets.
  • Any other relevant tasks as required by the direct supervisor.

Provides effective administrative/financial and programmatic support to management of CPR portfolio focusing on the achievement of the following results:

  • Initiates a project, enters project into Atlas, prepares required budget revisions, revises project award and project status, determines unutilized funds, ensures operational and financial close of a project.
  • Provides guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
  • Analyzes the situation in the portfolio, identifies operational and financial problems, develops solutions.
  • Prepares, collects and presents information for audit/verification of projects, supports implementation of audit/verification recommendations.
  • Any other relevant tasks as required by the direct supervisor.

Provides administrative/financial support and guidance to projects within CPR portfolio focusing on achievement of the following results:

  • Ensures proper control of supporting documents for payments, reviews Financial Reports of projects.
  • Provides proper control of the internal expenditures control system, which ensures that vouchers processed are in line to rules and regulations, transactions are correctly recorded and posted in Atlas.
  • Ensures timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas. Making budget check for requisitions, POs and vouchers.
  • Any other relevant tasks as required by the direct supervisor.

Provides support in implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Analyzes information on donors, prepares donor’s profile and database, establishes contacts with donor counterparts.
  • Tracks and reports on mobilized resources; reviews contribution agreements, manages contributions in Atlas.
  • Any other relevant tasks as required by the direct supervisor.

Ensures facilitation of knowledge building and knowledge sharing in the portfolio focusing on achievement of the following results:

  • Organizes trainings for the projects’ staff on programme and/or operations.
  • Ensures synthesis of lessons learnt and best practices in the portfolio.
  • Provides sound contributions to knowledge networks and communities of practice.
  • Any other relevant tasks as required by the direct supervisor.

Impact of Results

The key results have an impact on the overall CO efficiency and CPR portfolio and success in implementation of programme strategies. Accurate analysis and presentation of information enhances proper programme implementation. The information provided facilitates decision making of the management.

Education:

University Degree in Business or Public Administration, Economics, Political or Social Sciences or other related area.

Certification in Accounting and Finance would be an asset.

Experience:

6 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language Requirements:

Fluency in English, Russian and national language (Georgian) of the duty station.
