  • Most products and services have been developed around payment and not 2nd generation financial services (savings, credit, etc.) use cases giving limited value to wallets or bank accounts for end-users.
  • In most countries current, digital finance services are not reaching the most vulnerable and do not offer a real long-term value proposition for end-users (farmers, women, youths, refugees, households, sme’s, government, etc.), particularly in rural areas.
  • Most traditional digital and digital finance providers (MNOs, banks, microfinance, etc.) and government do not have the organization, structure and processes in place to develop the right services for end-users.
  • The majority of entrepreneurs & start-ups in LDC and MIC countries does not have the necessary support to turn their ideas into scalable businesses. Most of the time, they are not going beyond the ideation stage.
  • Manage the set up and implementation of the platform;
  • Build a pipeline of projects and monitor them closely;
  • Manage the results measurement, research & learning, communications and sharing initiatives;
  • Create visibility/right anchoring for the programme and managing relationship with key national counterparts;
  • Support the activities of UNCDF MM4P PMU (based in Brussels) as needed and performed by respective teams. This may relate to procurement and administration management, Communication, Funding, others.
  • Organize and conduct outreach to local stakeholders to win their buy in and participation in the work;
  • Based on discussion and input from stakeholders, update and win acceptance for the Digital@UNCDF strategy, identify priorities, key stakeholders and activities to develop the market in Malaysia;
  • Work closely with the international expert consultant to finalize methodology for Digital@UNCDF in Malaysia;
  • Recruit and manage a small UNCDF team of knowledge management, finance and administrative support;
  • Help identify and select a local programme partner, (e.g. technology hub) to house activities;
  • Recruit and manage project teams constituting of experts, consultants and teams provided by the in-country partner (platform partner);
  • Provide leadership and technical advice and strong management to the team members, local program partner and project teams working through the local programme partner and to other experts/consultants;
  • Assign clear responsibilities to the teams, providing regular meetings, feedback on performance, and provide mid-term and annual review. Provide the necessary structure and leaderships for the teams, organizing regular calls and meetings, maintaining a team schedule (including country calendar), monitoring daily work and activities;
  • Lead monthly progress calls, preparing agendas, leading calls, updating plans and logs;
  • Provide support to RTS in reporting to Metlife Foundation and other funders. Host calls, responding to requests and draft half-year reports for the Foundation as needed;
  • In October, November of each year, provide support to RTS to develop detailed work plan and budget for the following year, monitoring and updating quarterly using the country log book;
  • Ensure the proper planning, staffing and contracting through the annual staffing and procurement plan, and providing the necessary inputs for quarterly staff travel plan, and semi-annual budget revisions.
  • Work closely with the Results Measurement Analyst to ensure the on-time and accurate reporting of results from partners and projects;
  • Participate in Digital@UNCDF (MM4P) team meetings and events (2 – 3 times per year);
  • Champion the importance of digital inclusion and financial inclusion to achieve the SDGs;
  • Develop a relationship with policy makers and regulators through constant tactical engagement;
  • Build technical and funding partnerships with major donor agencies to coordinate financial inclusion and efforts and ensure the program's efforts complement those of other digital finance initiatives;
  • Seek opportunities for coordinating and co-funding projects with other investors, identifying angel and other early stage investors interested in partnering with the platform;
  • Specially supporting the Government of Malaysia priority to make Malaysia a hub for innovations and in process support Digital@UNCDF to develop Malaysia as a key learning hub for the region and other countries across the globe;
  • Be a catalyst for digital finance and innovation through constant and tactical engagement;
  • Assist with building a community of practice that helps share information and build partnerships across different stakeholder groups;
  • Participate in industry working groups, providing thought leadership and identifying opportunities to build partnerships;
  • Assist partners in identifying opportunities with others, including recommending or fostering strategic, financial or technical partnerships;
  • Organize events, presentations, and gatherings to highlight innovations from around the globe;
  • Support UNCDF specifically Digital@UNCDF fundraising efforts in Malaysia, in close cooperation  with other team members and HQ (Brussels) office, including in proposal development and agreement negotiation
  • Investigate opportunities to expand program into broader areas of digital innovation engagement beyond fin-techs with projects focusing on empowering people's life through digital innovations and increasing resilience. In areas like agriculture and food security, education, health, transport, utilities, energy and water and sanitation sector (DF+);
  • Build engagement with start-ups and industry to directly participate in the programme as partners and adopt the methodology to drive meaningful innovations within their organizations;
  • Oversee development and management of the existing pipeline of projects with the objective to reach project KPIs on time and reach scale;
  • Help set priorities, provide advice and assistance as required, and ensure compliance with policies and procedures related to Direct Technical and Financial Support;
  • Draft technical terms of reference for consultants to support partners, provide all technical input for procurement, drafting TORs and reviewing and evaluating technical proposals;
  • Support in building the industry relationships that help build partnerships that can scale;
  • Develop regular contact (e.g. monthly) with partners, monitoring overall progress and satisfaction with UNCDF support;
  • Provide on-going technical advice to partners (providers, regulators, funders), including sharing of information and updates on innovations;
  • Participate in quarterly project steering committee meetings for larger projects with partners' senior management, resolve problems and seek opportunities for improving, expanding relationships;
  • As needed, schedule field visits to check projects' progress together with consultants and partners;
  • Review and respond to quarterly reports, ensuring partners are reporting accurately, monitor progress and reporting under agreements and contracts, verify milestones and targets for disbursements;
  • Support in meaningfully including data and analytics to the engagement of the local platform partner and find ways to engage on same from the perspective of public good;
  • Work with other Financial Inclusion initiatives to coordinate project pipelines, ensuring the regular communication and systematic sharing of information on current and planned projects.
  • In support of the country strategy, propose ecosystems activities (workshops, conferences, trainings, etc.) needed to educate stakeholders.
    • Write/review TORs and implement ecosystem activities;
    • Prepare/ review workshop materials, research documents, learning documents, etc. to insure high quality level information;
  • Identify learning, training, and knowledge sharing opportunities for partners and key stakeholders with the aim of building a community of practice around digital finance and innovations;
  • Manage country level research and data collection projects, support research and data collection firms in their work;
  • Collaborate with key partners and stakeholders for research and development of innovative, cutting-edge strategies and approaches to sharpen delivery of digital finance and innovation for below 40 group;
  • Work closely with the RTS and Knowledge Management team to plan and deliver knowledge management and learning outcomes;
  • Help synthesize learnings from projects into short notes to share experience and lessons learned from partners;
  • Each year, contribute technically to the blogs for UNCDF or other stakeholder's websites highlighting lessons learned;
  • Help draft press releases or short announcements of key UNCDF activities around digital innovations or achievements in country;
  • Help drive the Community of Practice through multi-media (d-groups, yammer, etc.) and contributed to the overall MM4P's social media presence in assigned countries;
  • Participate in local knowledge sharing networks on inclusive digital finance and innovations;
  • Develop and provide annual Learning Plan for oneself and the team;
  • Attend approved trainings; share debriefing and value of training with the wider Practice community;
  • Support fundraising efforts for Digital@UNCDF (MM4P) DF&I activities in Malaysia and for the region. Through the fundraising efforts, assist MM4P with developing new streams of engagement under the innovation portfolio.
  • Write/review TORs and implement ecosystem activities;
  • Prepare/ review workshop materials, research documents, learning documents, etc. to insure high quality level information;
  • Work closely with the RTS and Programme Analyst (PMU) to manage the operations team in assigned countries.
  • Provide the necessary support to the Programme Analyst to manage all financial, administrative, procurement and results measurement activities to deliver the expected results from activities and projects;
  • Work closely with the RTS and Programme Analyst to manage the country budget revisions, reporting and analysis;
  • Work closely with the RTS and Research and Results Measurement Analyst (PMU) to coordinate and to contribute to the implementation of the Results Measurement Framework, including country-level data collection and project monitoring;
  • Ensure country compliance and on-time delivery with policies and procedures (document storage, agendas, timesheet, meeting minutes, etc.)
  • Assist in implementation of mid-term and final evaluations of the programme;
  • Support the development of UNCDF programme and business strategies and annual reviews;
  • Assist in UNCDF fundraising and relationship management with donors
  • As requested, conduct innovation scoping missions in other countries;
  • A successful well-funded and implemented country strategy, such that providers are reaching below 40 group (low income, youth, rural and women customers) sustainable at rapid pace of growth;
  • Annual work plans are implemented so that digital finance and innovation objectives are achieved proving new and sustainable ways to promote financial health outcomes;
  • Providers are adopting new ways of innovating and developing solutions that could drive in deepening and increasing the impact of DFS with below 40 group, and users are reporting a higher level of satisfaction with the services offered;
  • Knowledge and learnings are developed and shared in a way that changes minds and improves the sector and;
  • UNCDF is perceived as an active leader in inclusive finance and digital innovations in Malaysia;
  • Manage key relationships with national counterparts and support with creating the right anchoring for the programme that provides it visibility at all levels in Malaysia and elsewhere in the region;
  • Malaysia is established as one of key learning hubs on digital innovation for across the region and other countries;
  • UNCDF has raised funds to further expand its digital finance and innovation activities in Malaysia.

  • Experience in managing and working with key stakeholder relationships viz regulator, government, C level executives, board level management and so on
  • Conversant with efforts around financing (investments, fund-raising) and has successfully closed such efforts
  • Experience in leading technical teams
  • Experience in working in Asia and Malaysia
  • Ability to work under pressure and tight deadlines
  • Digital Finance and digital Innovation experience specially working with the below 40 group is a plus, but not mandatory
