UNDP Algeria is expanding its cooperation portfolio with the Government of Algeria within the scope of the revised Cooperation Strategic Framework (CdCS) 2019-2021. New and strategic programmes are being rolled out under the Country Programme in the area of constitution, anti-corruption, and waste management, and supplement existing key initiatives on local governance, women’s political participation, youth employment, biodiversity, climate change and local economic development.

In a view to promote more systematic lesson-sharing, best-practice sharing and learning among the various projects within the programme, and to ensure that the transversal thematic areas - such as gender – are fully mainstreamed within the programme, UNDP Algeria is recruiting a programme specialist to boost its knowledge management capacities.

under the overall guidance and direction of the RR and direct supervision of DRR, the programme specialist (knowledge management and gender) is tasked with 4 key functions within the Country Office :

 

1.  Content development and knowledge management

  • Develop a knowledge platform to track various initiatives being launched and ensure information sharing, policy coherence and consistency with UNDP initiatives at global, regional and national levels;
  • Prepare of Knowledge products for dissemination base on in depth research and analysis of thematic issues;
  • Identify and document best practices and lessons learned across thematic programme areas;
  • Ensure that relevant information, best practices and lessons learned that are disseminated comply with the quality requirements;
  • Identify relevant databases and facilitate access by project partners to relevant, state of the art information.

2.  Gender Mainstreaming

  • Play a coordination role by supporting the UNDP Programme Team in the development and implementation of international and national commitments on gender equality and the empowerment of women and girls as outlined in the UNDP Country Programme Document approved by the Government of Algeria;
  • Provision of technical advice to the UNDP RR as required, in the coordination of emerging technical and development assistance to the Government of Algeria and civil society, ensuring emerging development support responds to women’s needs and national gender equality priorities;
  • Contribute to mainstreaming gender equality and women’s empowerment into all programs related to the CPD implementation in a coherent manner, through close consultation with the programme team leaders;
  • Coordinate capacity building efforts on gender mainstreaming at all stages of the CPD implementation as well as other processes related to fulfilling the Delivering as One agenda in close consultation with UN agencies;
  • Prepare briefing notes, draft prodocs, reports, and/or providing technical input and ensuring quality and coherence amongst different materials / documents on gender mainstreaming.

3.  Networking and Coordination

  • Develop a tracking and record management system of important events and activities;
  • Identify and establish relations with national and international networks that could provide technical support to efficient and effective programme implementation;
  • Support in maintenance of quality assurance of products developed and flag possible substantive discrepancies between different materials to maintain coherence and policy consistency on products available in the knowledge platform;
  • Assisting in maintaining partnerships and synergies with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in support to programme development and implementation.

4.  Communications support

  • Develop/Revise a communication strategy and action plan and develop a strategic outreach plan for UNDP Algeria;
  • Lead timely implementation of action plan;
  • Prepare a communication kit, in coordination with the communications associate and communications officers;
  • Coordinate the editing, design and publication of knowledge and advocacy products in partnership with communication associate;
  • Support distribution and dissemination of relevant knowledge products; plan, develop and launch campaigns and roll-out strategies;
  • Support to editing and proofing of written material and substantive inputs to annual report;
  • Coordinate drafting of four quarterly news updates, press releases and inputs for internal and external newsletters on a needs basis.

Education:

  • Master’s degree in International Development, Knowledge Management, Social Science, Communication, or related area, required.

 

Experience:

  • 5 years of professional work experience providing programme and/or policy support and advisory services on knowledge management, of which at least 2 years of experience working in a large-scale international organization;
  • Strong experience in developing, aggregating and disseminating knowledge products and resources in the development / international relations sector;
  • Strong experience in developing SOPs, guidelines and templates for knowledge management;
  • Experience working on gender mainstreaming in programmes;
  • Experience in establishing One-Stop-Shops or repositories of knowledge resources on intranets or websites is a strong asset;
  • Broad knowledge of the UN system in general (highly desirable).

Language Requirements:

  • Fluency in spoken and written French and English; working knowledge of Arabic is an asset
