JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

To lead the development and implementation of a high-quality resilience programme that aims to successfully bridge the humanitarian - development nexus through four interrelated project components:

a) Climate Change adaptation and action.

b) Climate Risk Management.

c) Early Warning Systems

d) Capacity Strengthening

e) Longer term resilience building

KEY ACCOUNTABILITIES (not all-inclusive)

• Support Government and WFP Cooperating Partners’ (CPs) planning and formulation of quality projects and activities that enhance resilience at household and community levels, ensuring alignment with wider programme policies and guidelines.
• Provide technical advice on resilience building overall programme including suitable Livelihoods, early recovery, Food Assistance for Assets (FFA), and Food/Cash for Training Programmes (FFT) for vulnerable communities.
• Take responsibility for incorporating climate change concerns and action in all projects/ programmes across the unit including supporting the preparedness (DRR, ER) and relief portfolios.
• Design programs that are aligned with a) national/provincial development plans and policies; and) the United Nations sustainable development cooperation framework and other frameworks.
• Design and implement anticipatory action programmes.
• Support CP to develop capacity building programmes in terms of designing and developing training plans, training curricula and training materials.
• Provide support in resilience building by using WFP’s Three-Pronged approach and more specifically Seasonal Livelihood Programming (SLP) and Community -Based Participatory Planning (CBPP) approach, to build on relief and recovery efforts in affected areas.
• Take responsibility for incorporating gender perspectives in all areas of work, aiming for equal participation and benefits of women and men in targeted communities.

  OTHER SPECIFIC JOB REQUIREMENTS

  • Contribute to national, provincial, district and community-level capacity strengthening on emergency preparedness and early actions ahead of a natural hazard.
  • Coordinate with internal and external stakeholders to establish transparent, accurate, and ethical targeting and beneficiary selection, fully in accordance with SCOPE beneficiary management procedures, and triangulation of data, to ensure the most vulnerable are assisted.
  • Formulate project proposals (e.g. Green Climate Fund, Adaptation Fund, IKI or any other climate financing streams) and manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  • Engage with key stakeholders:
    • Establish and maintain operational and strategic partnerships with UN agencies (e.g. FAO), Cooperating Partners, Science and national institutions for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
    • Government department at Federal, provincial and district level.
    • Liaise with CPs to undertake field visits and review implementation of project activities to ensure progress towards objectives. Review progress reports and provide feedback to project implementers.
    • Lead and motivate a team of nationals to enable high performance.
    • Other as required.

      STANDARD MINIMUM QUALIFICATIONS

      Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Climate Change or other field relevant to international development assistance, or First level University Degree with additional two years of related work experience at professional / managerial level.

      Experience: A minimum of four years of professional/managerial level experience is required in Climate Change and resilience building working at the National level.

      • Has taken leadership in implementing programmes.
      • Has provided input into policy discussions and decisions.
      • Excellent communication skills - both written and oral in English.
      • Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, and negotiating skills.
      • Ability to work in a team and establish effective working relations with people of different nationalities and cultural backgrounds.

        Language: Fluency (level C) in the UN language in use at the duty station and in the duty station’s language, if different.
