ORGANIZATIONAL CONTEXT

Mozambique, with an estimated population of 31 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique has ranked amongst the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

JOB BACKGROUND & PURPOSE

The requested position fall under the MasterCard Foundation (MCF) partnership with WFP that aims to strengthen food systems to empower smallholder farmers (SHFs) and young people in Mozambique. The project has a strong focus on empowering youth, in particular young women, with the objective of fully engaging youth in all segments of the value chain and thereby increasing their food security, income, and employment opportunities by reducing post-harvest losses, improving access to markets and market system development using the value chain approach. In line with the MasterCard Foundation Young Africa Works´ strategy and building from WFP’s existing value chain coordination, WFP firmly believes that this is a crucial opportunity to expand support to smallholder farmers by promoting and increasing the inclusion of youth and women, especially young women, as key actors in the agricultural sector, with a right to remuneration for their work, access to correct and up to date information, and tools to improve their practices and decision-making power both at the community and household level. This will be achieved by understanding and addressing the root causes of low participation and limited integration of youth and women in the agricultural sector (on-farm and off-farm), combined with scaling up interventions that reflect the identified root causes, aimed at making the value chains more inclusive and profitable thus creating formal and informal employment opportunities that are accessible and attractive to youth and more particularly to women.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the 2G CSP SO-Activity 3 Manager and the direct supervision of the MCF Project Coordinator, the incumbent will undertake the following tasks.

• Assist the revision and finalization of selected value chain analysis.
• Carry out a private sector labor market assessment and assist in the engagement of private sector actors.
• Review the relevant legal and regulatory frameworks in order to ensure that programme activities are planned and implemented in accordance with the relevant legislative frameworks.
• Highlight policies needed to create an enabling environment for the creation of employment and entrepreneurship opportunities within agriculture value chains.
• Support the design and implementation of programme activities according to programme goal and objectives.
• Mapping of potential synergies with other WFP and not-WFP initiatives in the same topics and/or geographical areas.
• Identify and suggest potential stakeholders to be involved in the project (private sector actors, Cooperating Partners, Academia, VTCs, etc.).
• Explore innovative partnerships and aspects of agriculture value chains the project could focus on.
• Support relationships with relevant Government Authorities.
• Coordinate with business support staff the organization of logistic arrangements during programme implementation (for example: meetings, workshops, procurement, etc.)
• Act as Executive Secretary of the meetings of the Project-Country Committee.
• Support the linkage and implementation of the WFP Local and Regional Food Procurement Policy and the MCF programme;
• Provide technical support to WFP cooperating partners and Field Office staff.
• Support collection, analysis and promotion of evidence-based lessons learnt and good practices.
• Assist in the drafting of bi-annual/annual reports and other relevant documents.
• Perform other tasks as requested.

STANDARD MINIMUM QUALIFICATIONS

Education: First level and/or advanced university Degree in Agriculture, Agribusiness, Economics, Supply Chain, or a relevant area

Experience: Proven relevant experience of a minimum of 1 year post graduate, with additional years in conducting market and value chain analysis/assessment and business research. Demonstrates experience in similar duties.

Languages: Working knowledge (proficiency/Level C) of English is required; Fluency in Portuguese is essential; Other UN languages are an added value.
