JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Head of Office and direct supervision of the Head of Programme, the Programme Policy Officer - M & E will be responsible for the following:

  • Facilitate the development and implementation of Country Office M&E Plans including establishment of baselines, review of progress indicators to inform timely decicion making;
  • Ensure that food is timely allocated to beneficiaries, accounted and reported on WFP corporate systems such as COMET;
  • Prepare accurate and comprehensive reports on WFP's operations and performance to inform timely decision making including corporate reports such as SPRs;
  • Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking on monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented);
  • Supervise, monitor and ensure quality control of monitoring activites at country office including quality checks of fieldwork, monitoring dataperiodic reports;
  • Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFP's abiity to demonstrate outcome focussed results.;
  • Review cooperating partner monthly reports in respect of M&E issues and ability to inform decision making;
  • Facilitate and coordinate the systematic colletion and analysisi of primary and secondary data using specific indicators as specified in the monitoring plan or information needs and generate relavant reports to inform timely decision making;
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
  • Provide assistance, guidance and on-the-job training on monitoring, evaluation and reporting techniques for both WFP and cooperating partner staff to build capacity, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Represent WFP in different forums within the UN, civil society and government.
  • Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are recieved in the country, in order to ensure that progress is made in the achievement of project objectives;
  • Otther as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency in spoken and written English and Siswati.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook).
  • Experience with statistical packages such as SPSS, STATA,

  • Flexibility to adapt to changes (such as evolving programme needs, partners' requirements etc.).
