Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Demonstrable organizational skills; Proven ability to communicate effectively, both orally and in writing; Demonstrable interpersonal skills and documented experience in negotiations; Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required; Negotiating experience, preferably in the area of monitoring operations and/or related activities.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
First-level university degree in one or more of the following fields: international relations, international law, military affairs, project management, economics, disaster risk reduction or related field, or equivalent documented professional experience in such areas.
Experience:
Minimum 6 years of relevant professional experience

Experience in negotiation/mediation or working partnership building; Understanding of the challenges facing Tajikistan and Central Asia states in the area of Arms Control and Explosive Hazards; Working level of Russian and/or Tajik languages.
Tasks and Responsibilities
Please note that this is an extra-budgetary post and the project is envisaged to run until 31 March 2024 pending on availability of funds.
The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments. With special emphasis on the regional context, it assists Tajikistan in tackling problems and threats to security, supports conflict prevention and crisis management measures. As such, it works in areas such as border management, police reform, counter-terrorism and arms control and explosive hazards reduction and response. The Programme Office supports the development of the rule of law and democratic political institutions and processes, including the respect for human rights.
Under the direct supervision of the Countering Security Threats Officer and second-level supervision of the Head of Political Military Department, should you be selected for the Programme Officer position, the successful candidate will be tasked with the following duties:
