Context:

The Immigration and Border Management (IBM) Unit at IOM Libya supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include the installation of the Migration Information and Analysis System MIDAS), extensive training programme for immigration officers on various technical topic, policy support, initiatives related to Humanitarian Border Management (HBM) and cross border cooperation with neighbouring countries.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Manager - IBM, the successful candidate will be responsible for the implementation of IOM Libya's border management related activities in coordination with the Programme Manager IBM. S/he will be expected to support coordination of the IBM programme with other

Units as well as with the Project Development and Support Unit in communication with the donor governments and other stakeholders.

Core Functions / Responsibilities:

Assist in planning, and coordinating the implementation of activities under the Immigration and Border Management (IBM) related projects, identify synergies and facilitate linkages with other Country office (CO) activities.

Analyse and suggest revisions to the programme strategy whenever required, in close coordination with the IBM Programme Manager and Senior Management.

Monitor the programme's budgetary, administrative, and technical aspects in line with IOM policies and procedures and donor requirements and bring conclusions, deficiencies and gaps to the attention of the supervisor along with recommended actions.

Monitor the procurement as well as the rehabilitation projects through timely facilitation of all necessary administrative, organizational, and tender processes, in coordination with the Resource Management Unit and local partners.

Monitor project implementation and the work of local implementing partners. Propose appropriate corrective action and make recommendations to improve effectiveness as necessary; draft and contribute to regular project and activity reports and prepare and provide input to donor narrative reports.

Coordinate meetings and capacity-building activities for partner government agencies, local partners and other stakeholders associated with the IBM Programme.

Implement communication and visibility plans of the Programme in close coordination of the Public Information Unit.

Support and work to strengthen coordination efforts with government entities, embassies, implementing partners, UN agencies, and other stakeholders involved in carrying out IBM activities in the country.

Identify trends, conduct desk research, support the development of new programme/project possibilities by providing input and information, and draft identified sections of proposals in close coordination with the project development unit, tracking and following up on submission to donors.

Supervise project support staff, prepare inputs for performance evaluations and assist in the resolution of team conflicts.

Undertake duty travel relating to project activities, monitoring and liaison with counterparts.

Participate in meetings as applicable.

Perform such other duties s as may be assigned.

Required Qualifications and Experience:

Education

  • Master's degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of capacity building with a Government or UN agency, or a regional or international organization;
  • Experience working in a multi-stakeholder environments and experience in liaising with governmental authorities;
  • Experience in project development, management, monitoring and evaluation in the international development/ humanitarian sector required;
  • Experience in conducting monitoring and evaluation (M&E), with good understanding of M&E tools and approaches;
  • Experience in writing training plans, statements of works, standard operating procedures and detailed instructions;
  • Experience in the MENA Region and/or in the African continent an advantage;
  • Experience working in IBM programme an advantage.

Skills

  • Strong technical knowledge and presentation/facilitation skills for IBM related training and capacity building initiatives.

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
