HALO Libya is a growing programme that went through a period of rapid expansion in 2020. The operating environment in Libya is challenging and the political and security situation remains volatile. There are many operational obstacles to overcome and building trust with national authorities and local stakeholders takes time. The successful candidate will need to be culturally aware with a willingness to learn about the Libyan context.

The Programme Officer (PO) is responsible for providing support to HALO’s activities in Libya with a particular focus on donor management and Monitoring & Evaluation.

The Programme Officer is either directly responsible for implementing the tasks below, or provides oversight of staff and departments that perform these functions. The PO reports to the Programme Manager and the successful candidate will be expected to work in Libya with travel to Tunisia as necessary.

Applicants long listed will have the opportunity to discuss the local context and the considerations necessary ensure HALO’s continued acceptance (and therefore security) in Libya with the Programme Manager in advance.

Responsibilities include:

  • Donor management, liaison and compliance
  • Monitoring & Evaluation (M&E) and Community Liaison
  • Personnel and Training
  • Operations Support

The successful candidate will have the ability to build long‐term relationships and earn the respect and trust of HALO staff and other stakeholders is essential. Be capable of managing their workload autonomously with at times limited oversight from senior management. A high level of flexibility is required to succeed in a fast paced work environment with short planning horizons and shifting priorities. The individual must be comfortable staying in Libya for multiple months at a time and be resilient to the challenges that come with limited mobility and limited options for entertainment. The successful candidate must be able to communicate fluently in English, both written and orally.
