Context:

Under the overall supervision of the Chief of Mission (CoM) of the International Organization for Migration (IOM) Micronesia in Pohnpei, Federated States of Micronesia and the direct supervision of the Head of Sub-Office in Majuro, Republic of the Marshall Islands, the successful candidate will assist in supporting the interrelated administrative and programme functions contributing to the implementation of projects for Women’s Economic Empowerment, Entrepreneurship and Sustainable Livelihoods activities and capacity in the Republic of the Marshall Islands (RMI). S/he will also produce defined segments of work in relation to the research, development and submission of new project proposals carried out by the Program Support Unit in the Country Office (CO). S/he will work as part of a team that provides support and technical expertise at both a community and a governmental level regarding Labour and Human Development (LHD) strategies, including post-disaster assessments, climate change adaptation and socio-economic recovery. This position may be required to support in emergency response activities as necessary.

Core Functions / Responsibilities:

  1. Assist the Head of Sub-Office by compiling general background information from readily available sources to support the coordination, implementation, monitoring and reporting of programme activities and deliverables with support from Project Staff to provide information required for smooth project operations and the achievement of high quality and timely results.

  2. Attend relevant training and professional development opportunities related to LHD projects as directed by the Head of Sub-Office.

  3. Provide specific inputs upon instruction to assist with the development and application of project communication strategies, branding and public information.

  4. Engage and assist in coordinating with relevant stakeholders, local authorities, other partners and community leaders in the areas of Women’s Economic Empowerment, Entrepreneurship and Sustainable Livelihoods.

  5. Support the Monitoring and Evaluation (M&E) of project activities by applying data collection methods and maintaining project documentation and records of project activities, data and reports in coordination with project staff.

  6. Liaise with the CO’s Gender Focal Point in relation to gender inclusivity and improved integration of women’s and Lesbian, Gay, Bisexual, Transgender, Intersex and gender diverse (LGBTI+) community concerns into LHD programming. Compile technical information for IOM Micronesia across Federated States of Micronesia, Republic of the Marshall Islands and Republic of Palau on LHD programming.

  7. Evaluate, synthesize and compile information and data to update relevant IOM colleagues on discussions held at UN coordination and other programme and technical meetings.

  8. Assist in the supervision of RMI LHD project support staff in close coordination with the Head of Sub-Office.

  9. Under close supervision, draft specific sections or components of documents to support the IOM Micronesia Program Support Unit with research and the development and submission of LHD-related concept notes and project proposals.

  10. Undergo travel duties to participate in monitoring visits and for training purposes at the request and approval of the Head of Sub-Office and CoM.

  11. Strictly adhere to IOM’s policies and procedures on the prevention of sexual exploitation and abuse and the promotion of a respectful work environment.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, Social Science, Economics, Public Administration, Business Administration, Gender or Women’s Studies, Tourism International Development or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience living and working in the Pacific region are required, including direct implementation at the community level;

• Project implementation experience in entrepreneurship and livelihoods is required;

• Experience working with women’s groups are required;

• Capacity building training experience is required;

• Work experience in an international organization, UN agency, or NGOs is required.

Skills

• Excellent critical problem solving and writing skills, and experience with reporting are preferred.

• Proven ability to accomplish multiple deliverables within the limited allowable timeframe are preferred.

• Ability to effectively manage and build capacity in cross-cultural teams an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Marshallese language, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
