Context:

Under the overall supervision of the Head of Transition and Recovery Division and the direct supervision of Programme Manager (SAFE), the successful candidate will provide Non-Food Items (NFI) specifically Liquefied Petroleum Gas (LPG) distribution, technical and operational support to Safe Access to Fuel and Energy (SAFE) programme in Cox’s Bazar, Bangladesh.

Core Functions / Responsibilities:

  1. Assist the Programme Manager (SAFE) in the direct field implementation of the SAFEPlus Programme.
  2. Ensure timely and adequate implementation of the LPG activities in line with the NFI/LPG guidelines, beneficiary satisfaction approach and compliance with IOM policies.
  3. Provide regular and detailed reports to the Programme Manager (SAFE) on the implementation of the programme, including progress reports, beneficiary lists in locations, and staff/volunteer activities to enable the implementation of the programme as planned.
  4. Produce documents necessary to implement SAFEPlus Programme, including drafting Standard Operating Procedures (SOPs), reporting templates, material specifications, and other technical documents.

  5. Undertake distribution monitoring visits and liaise with counterparts as per programme requirements.

  6. Identify and liaise with communications unit to regularly compile and draft LPG beneficiary stories for donor reports, and IOM external communications Facilitate donor visibility in all LPG activities as per donor requirements.

  7. Ensure close coordination with local government authorities in all phases of the programme implementation, particularly Camp in Charge (CIC) and other relevant actors in the distribution points.

  8. Facilitate that the integration of cross-cutting issues such as environment, gender, children, Gender-Based Violence (GBV) and other vulnerable groups are considered in the programme implementation.

  9. Check that all programme distributions and deposits are well planned, equipped and managed on a regular basis.

  10. Check that all distribution points meet the needs of beneficiaries in particular women and Extremely Vulnerable Individuals (EVIs). Providing a comfortable and adequate service to beneficiaries is a programme priority.

  11. Ensure that an effective pottering system is in place to support EVIs and others that need to transport the NFI to their household location.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, Environment Studies, Climate Change Adaptation, Development Studies, Natural Resources, Law, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional work experience; or

• University degree in the above fields with at least four years of relevant professional experience.

Experience

• Experience in humanitarian emergencies;

• Experience in distributing Non-Food Items (NFIs);

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;

• Experience with volunteer coordination and community mobilization.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
