General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous management experience in terms of leading teams and implementing projects;
  • Ability to identify and analyse editorial concepts;
  • Sound knowledge of freedom of the media/freedom of expression principles and European and International standards pertaining to media;
  • Basic knowledge of survey interpretation (statistics);
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in the English language, both oral and written, especially in terms of report writing;
  • Cultural sensitivity and judgment;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Knowledge of the media landscape and the political and legal framework of Montenegro;
  • Knowledge of the local language or most common lingua franca spoken in the mission area;
  • Experience in providing media education and/or training;
  • Experience in the drafting and implementation of media laws and regulations;
  • Previous international work experience and/or experience in field missions.

Tasks and Responsibilities

Under the direct supervision of the Deputy Head of the Mission, the Media Programme Manager will monitor the activities of the public and private media operating in the territory of Montenegro. The incumbent maintains contacts with media operators and with local authorities dealing with media issues. She/he facilitates Mission-supported assistance programmes to media and provides advice on media legislation. In particular, he/she performs the following duties:

Identifying areas for intervention in order to forward media reforms in the host country; Formulating main programmatic goals and respective action plans in the Media programme; Analysing media situation and the progress of media reforms; Providing advice to Montenegrin authorities regarding compliance with international standards in the development of media reforms; Establishing and maintaining contacts with media owners, professional associations, media NGOs operating in Montenegro, and with the national and municipal authorities dealing with media issues; Monitoring the programme policies of private and public electronic media (radio and TV stations), with particular attention to their information services (news bulletins, informative programmes); Monitoring the editorial policies of private and public print media (newspapers, magazines, periodicals, news agencies), as well as utilises various methods, including modern techniques such as scientific quantitative and qualitative surveys; Managing the Media Programme Budget and all programmatic, financial and administrative activities of the Media Programme; Providing/facilitating counsel and advice to media outlets and professional associations regarding the drafting and implementation of media laws and regulations, as well as international standards; Assessing the technical/training needs of the local media industry, facilitating assistance programmes, and establishing relations with donors; Supervising 3 local mission member(s); Performing other duties as required.
