This post is located in the Caribbean Regional Coordinating Unit (CAR/RCU), at the Cartagena Convention and Caribbean Environment Programme (CEP) Secretariat of the United Nations Environment Programme (UNEP) at the Kingston duty station in Jamaica.

Under the general supervision of the Coordinator of the CAR/RCU the incumbent will be responsible for the overall coordination, implementation and further development of the Cartagena Convention's Protocols concerning Oil Spills and Land-Based Sources of Marine Pollution (LBS) and its regional programme on marine pollution. Within delegated authority, the incumbent will be responsible for the following duties: Responsibilities

• Develops, implements and evaluates assigned programmes/projects,; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties including other relevant Multilateral Environment Agreement Secretariats; ensures follow-up actions.
• Coordinate, monitor and further develop the Marine Pollution work plan as approved by the Contracting Parties, including development of project documents and budgets, prepare Terms of Reference, Memorandum of Understanding, Project Cooperation Agreements, Small Scale Funding Agreements and related documents for the implementation of activities, and develop reports and information materials in collaboration with the Communications, Education, Training and Awareness Unit for promotion and information of member Governments and relevant stakeholders
• Prepare and organize meetings of the Parties including Scientific and Technical Committee, Working Group and/or other Experts Meetings pursuant to the requirements of the Cartagena Convention and its Protocols, including preparation, review and production of all documents required.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
• Provides substantive backstopping to consultative and other programme and project meetings, workshops, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Initiates and coordinates outreach activities; conducts training workshops, seminars ;makes presentations on assigned topics/activities.
• Leads and/or participates in programme and project monitoring missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Coordinates activities related to programme and project budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget)
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Advanced university degree (Master¿s degree or equivalent) in environment, natural resource management, biological or natural sciences or engineering is required. Additional training marine pollution, water and wastewater management or climate change is desirable. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management, and/or development and implementation or natural resources management or environmental projects is required.

Experience of working at the regional or international level is desirable.

Experience in environmental negotiations and diplomacy is desirable.

Experience of working in the Wider Caribbean Region is desirable.

A minimum of two (2) or more years of experience in data analytics or related area is desirable Languages

English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Spanish and French is desirable.

Appointment against this position is for an initial period of one year and may be subject to extension.
