The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

Headquartered in Nairobi, Kenya, UNEP has a network of six regional offices and five sub regional offices facilitating the relevant regional processes and coordinating coherent delivery of UNEP’s programme targeting the causes of climate change, biodiversity loss and pollution through seven interlinked sub-programmes for action that include: Climate Action, Chemicals and Pollution Action, Nature Action, Science Policy, Environmental Governance, Finance and Economic Transformations and Digital Transformations.

The Africa Office supports environmental governance institutions and processes and engages a broad range of partners from the governmental, non-governmental, academic, and private partnerships around multilateral environmental agreements and sustainability programs and projects in response to national, sub regional and regional needs and priorities and in line with the UN Development System reform.

The West Africa Sub Regional Office was established in March 2015 in the realm of the Regional Office for Africa (Africa Office) to strengthen UNEP’s strategic regional presence and relevance through the effective response to countries’ priorities and support to the implementation of UNEP’s programmes and projects in West Africa, in cooperation with governments, UN agencies and other technical and operational partners in the sub-region.

The core functions include Political engagement and analysis and recommendations to inform decision-making processes; Programmatic collaboration; Strategic Partnerships and Networking with Governments, UN agencies, political and financial intergovernmental bodies; Resource mobilization; Communication and Outreach; and engagement in the UN coordination mechanisms, processes, and platforms at sub regional and national levels. The office serves also as a liaison with the African Development Bank (AfDB), the Economic Commission for West African States (ECOWAS) and the Economic Commission for Central African States (ECCAS).

With increased demand for service on the office to strengthen its responsiveness and accountability to member States; to the UN Country Teams (UNCTs) in the context of the UN reforms and the UN Development and Resident Coordinator system, and also to the programmatic coordination function, the incumbent will support the implementation of the combined programme of work and specific projects and initiatives, in line with the core functions of the West Africa Office and the implementation of the UNSDCF in a number of countries in the region.

The position is located in the West Africa Sub Regional Office, Abidjan duty station. Under the direct supervision of the Head of the West Africa Office the incumbent will perform the following duties: Responsibilities

• Provides assistance in support of the coordination, planning and implementation activities/processes for, typically, a large and highly complex component of the departmental programme/project initiatives.
• Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics.
• Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
• Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; prepares reports and ensures that outputs/services are properly categorized.
• Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.
• Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
• Prepares, maintains, and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
• Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists with visualizations and updating information material such as web pages or brochures.
• Provides guidance and training to new/junior staff.
• Performs other duties as assigned. Competencies

Education

High school diploma or equivalent is required. Additional technical training in the field of business administration, finance, environmental studies is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience

A minimum of seven (7) years of experience in programme or project administration, technical cooperation or related area is required.

Experience within the United Nations System or similar international organization is desirable

One (1) year or more of experience in data analytics or related area is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another official UN language is desirable.

Appointment against this post is for an initial period of one (1) year and may be subject to extension.
