UNOPS Myanmar is the nominated PR for the Global Fund grants since 2011. Grants have been earmarked for the Ministry of Health and Sports (MOHS), local NGOs, INGOs and for the GMS countries under RAI3E. UNOPS Myanmar is responsible for managing the PR operations in an accountable and transparent manner.

Under the direct supervision of the Public Health Programme Specialist (PHPS), also acting as Deputy Head of Programme, the Programme Management Advisor (PMA) shall be responsible for overseeing the Global Fund grant programmes, 2021 - 2023, from a coordination and management perspective.

Liaison with the National Programmes and Implementing Partners

  • Manages key communications with the National Programmes, Sub-recipients (SRs) and other implementing partners, particularly ensuring and building a stronger relationship with the MOHS
  • Liaises and coordinates with other PR units for the organization and implementation of key activities (i.e. events, workshops, meetings, etc.)
  • Attends relevant technical meetings, in consultation with the PHPS, and maintains excellent contact with implementing partners and stakeholders, whether in Yangon or in the field, and a detailed knowledge of relevant issues impacting public health, particularly in the context of the national HIV, TB and malaria programmes in Myanmar
  • Liaises with the national programmes, WHO, other UN Agencies and development partners to present and discuss strategies and issues regarding the initiatives of the three programmes

Grant Management

  • Coordinates and manages programme-related work in the PR's Myanmar portfolio, including direct supervision of the Myanmar performance management team (programme unit)
  • Ensures that all programme management policies and processes are harmonized across all grants; that standards and practices applied are consistent with UNOPS policies, regulations and practices
  • Assists in the design, implementation and coordination of HIV, TB and malaria prevention, treatment and control programmes
  • Assists in drafting TORs of requests for proposals to be launched on behalf of the PR
  • In collaboration with the PHPS/Deputy Head of Programme, reviews work plans, budgets and reports submitted by the PR's partners and ensuring that they are sound and in line with the approved programme and the funding policy and strategies and reflect key programmatic principles as appropriate
  • Proposes technically sound management interventions that may be necessary, including termination or adjustment actions to ensure compliance with the Global Fund's policies and strategies
  • Ensures that Global Fund protocols and standards are adhered to by UNOPS' partner agencies and SRs

Monitoring and Reporting

  • Coordinates SR's progress monitoring, capacity building and reporting across all Myanmar grants
  • Assists in the evaluation of proposals received either as a result of such calls or direct funding and ensuring that proposals are in compliance with national programme and with the fund's policy and strategies
  • Assists in needs and resource assessments if and when needed
  • Assists in routine monitoring of project progress, activity, results and implementation cost against planning to ensure the actions supported by the PR are implemented effectively and efficiently and adjusted as needed to reflect changes in the approved programme as agreeable to the Global Fund

Providing adequate feedback to/from the PR's partners and data obtained from the SRs' internal M&E System

Providing advice to projects/actions supported by the PR on their own internal M&E system and needs

Gaining in-depth knowledge of the national programme on their own internal M&E system, its consistency and effectiveness;

Knowledge Management Tasks

  • Under the supervision of the PHPS, leads or supports the development of key performance management tools and processes
  • Promotes information sharing in all aspects related to the three diseases in Myanmar
  • Coordinates training activities for PR and the SRs as needed, including pre- and post-training assessments
  • Maintains and shares training information developed and organized by UNOPS PR, national programmes and SRs as needed

The Programme Management Advisor (PMA) is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. He or She will perform other relevant duties as may be assigned by the direct supervisor from time to time.

Expected Results

  • Good professional relationship with MOHS and SRs by coordinating all key communications
  • Regular updates and coordination of PR review meetings and related capacity building activities of the SRs
  • Good Performance Management of the Myanmar grants by reviewing and ensuring the implementation of SRs to be in line with the National Strategic Plans and financing policies and strategies
  • Timely completion of the Programmatic Section in the Progress Update to the Global Fund including reviewing the overall performance of the grant and against each indicator and make recommendation to improve performance

Background Information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal #3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region. The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected Sub-Recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies.

Education

  • Master's degree in public health, epidemiology, health economics, health management, health social science, social science or other related disciplines is required.
  • Bachelor's degree in public health, allied health sciences, project management or other related disciplines combined with additional two years of relevant experience to the above responsibilities may be accepted in lieu of a master's degree.

Experience

  • A minimum of seven years of relevant and progressive professional experience in public health or health development work, with demonstrable knowledge and skill of programme/grant management is required.
  • Professional experience working with MOHS, local government, NGOs, INGOs, development partners and/or donors would be an asset.
  • Good knowledge of and previous successful engagement with local NGOs, civil society and INGOs in Myanmar is desired.
  • Strong and effective communication and facilitation skills, combined with an ability to establish a good working relationship with national programmes, stakeholders and colleagues are essential.
  • Willingness and ability to undertake field visits under difficult or challenging conditions is required.
  • Excellent writing and data analytical skills are required.
  • Strong communication and interpersonal skills are required.
  • Sound knowledge of UNOPS and the Global Fund rules and regulations is considered an asset.
  • Microsoft computing skills are required.

  • Fluency in both written and spoken English and Myanmar is required
