Context:

Between February 22-25, 2019, Typhoon Wutip crossed directly over Chuuk State and increased in strength as it continued across Yap State in the Federated States of Micronesia (FSM). Most of the affected area is in the outer islands of Chuuk and Yap.

As United States Agency for International Development (USAID’s) implementing partner, the International Organization for Migration (IOM) will support the local governments with relief & reconstruction of public facilities and housing reconstruction.

Under the overall supervision of the Chief of Party (CoP) and the direct supervision of the Reconstruction Programme Manager (RPM) in Pohnpei, Federated States of Micronesia (FSM) and in coordination with Head of Engineering Unit (HoEU), the successful candidate will be responsible and accountable for supporting implementation of construction projects in Chuuk/Yap for both public infrastructure and private housing.

Core Functions / Responsibilities:

  1. Contribute to develop and provide technical documentation (Detailed Engineering Document (DED), Bill of Quantity (BoQ), specifications, etc.) for construction projects by coordinating with the HoEU and FEs towards to assure compliance to technical requirements of IOM, USAID and Government authorities.

  2. Provide technical support and recommendation to the RPM for approval of technical documentation by reviewing and eventual editing of prepared drawings (using AutoCAD), specifications, scope of work, work schedule, bill of quantities, cost estimates and any other required technical documents.

  3. Monitor contractor’s compliance with the technical requirements of the contract to facilitate project plan accuracy and quality by reviewing deliverables and recommending appropriate corrective actions, when necessary.

  4. Coordinate and assist in the quality control of the project plan in order to achieve expected results by reviewing reports and material specifications and communicating effectively any issue with the Reconstruction Programme Manager.

  5. Provide technical support to the procurement unit, by preparing Bill of Quantity (BoQs) and other construction-related procurement documents, performing bid analysis and technical evaluation of the bids towards to assure transparent and fair tendering process.

  6. Provide assistance to the RPM and CoP to write quarterly and monthly reports of project status by collecting, analysing and summarizing information and reporting on various aspects of the project including financial, technical and schedule compliance.

  7. Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment in order to contribute to a healthy workplace.

  8. Participate as a member of duty travel teams relating to project implementation, as required.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil Engineering, Architecture or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

• Certification as a licensed professional Engineer.

Experience

• Experience in the field of construction engineering and contract management;

• Experience in design, planning and implementation of civil design projects;

• Experience working with a non-governmental organization and/or international organization an advantage.

Skills

• Excellent knowledge of design and visualizations software such as AutoCAD;

• Knowledge of applicable codes, policies, standards and best practices related to project.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of any local (Pohnpeian) language, French and/or Spanish is an advantage.
