Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified candidate with a passion for programme design and quality, and experience developing and maintaining a portfolio of programmes from a grants, MEAL, and partnership perspective. The Programme Development and Quality Assurance Manager position (PDQM) will be a senior and core member of the programme coordination team, led by the Head of Programme, covering Tunisia, Libya and Algeria, managing a team of staff based in Tunis and Tripoli.

About the job

DRC has been operational in Libya and Tunisia since 2011, and Algeria since 2018, working in the sectors of protection, economic recovery, humanitarian mine action and community safety. The Programme Development and Quality Assurance Manager reports to the Head of Programme and works within the Programme Coordination Team. They manage a grant officer, a MEAL specialist and officer, a partnership specialist, and additional staff in these areas as portfolio needs and funding allow. The role will lead in the areas of grants, MEAL and partnerships, ensuring current programmes are delivered in line with donor commitments, and new funding opportunities explored and led on. The main duties and responsibilities will be:

Responsibilities:

  • Manage the grants, MEAL and Partnership staff (currently 4 in total, 3 in Libya), ensuring clear and achievable objectives, supporting career and professional development, leading on necessary recruitment processes for grants, MEAL and partnership staff and contributing to a positive work atmosphere of encouragement, collaboration, and solutions oriented approaches

  • In coordination with the grants officer, maintain oversight of the grants tasks and commitments through existing grants trackers for Libya and lead for Tunisia and Algeria

  • In coordination with the MEAL staff, maintain oversight of the MEAL tasks and commitments through existing MEAL workplans and management tools for Libya, Tunisia and Algeria

  • In coordination with the partnership specialist, maintain oversight of partnership commitments across Libya and Tunisia and processes including development of a partnership strategy

  • Research and share potential funding opportunities, leading on coordination and development of new concept notes and proposals with the HoP, grants officer, and relevant technical colleagues

  • Lead the advancement of the donor mapping and fundraising strategies, steering Senior Management Team.

  • When manageable, other duties requested by the HOP or the CD.

About you

To be successful in this role we expect you to have experience managing and overseeing grants, MEAL processes, and partnerships for an NGO or similar organization, and be passionate about programme quality and compliance. Moreover, we also expect the following:

Required qualifications :

  • University degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience. An Advanced degree is preferred.

  • At least 5 years’ experience and success in engaging with bilateral and multilateral donors for an international agency;

  • Demonstrable experience working in grants management, MEAL, fundraising and business development;

  • Proven ability to secure new funding opportunities and partnerships;

  • Proven experience managing staff

  • Excellent written and spoken English

  • Strong networking, representation, and negotiation skills;

  • Excellent computer skills;

Desired :

  • Previous experience working on mixed migration programmes
  • French and-or Arabic language skills
