• Output 1: Local production of, and market for, high-value crops improved.
  • Output 2: Community-based agro-business infrastructures (irrigation, transportation, agricultural facilities) are built, developed, and/or strengthened.
  • Output 3: Potential Markets (including national and international) for CBARD products established.
  • Facilitate the day-to-day project implementation.
  • Coordinate human and financial resources, in consultation with UNDP and INL for achieving results in line with the outputs and activities outlined in the INL concept paper and UNDP project document.
  • Coordinate the distribution of responsibilities amongst team members in each the project components. Organize monitoring and tracking system of all project interventions.
  • Ensure the highest INL and UNDP standards in the provision of technical and advisory inputs, organization of workshops, seminars, training and delivery of outputs. Ensure that project outputs are aligned with INL and UNDP positions and practice areas.
  • Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation, procurement and HR plans. Identify bottlenecks and develop solutions. Along with Project managers, regularly meet with IPs and other project counterparts.
  • Coordinate the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the Project Board and donors. Ensure that donor and UNDP reports are prepared according to UNDP’s SOPs, quality standards and in line with the contractual obligations to project donors. Ensure that all internal and external reports are submitted by deadlines.
  • Implement project communications activities in close collaboration with the CO Communications Team.
  • Coordinate project personnel and consultants. Develop ToRs/JDs for project staff positions. Oversee recruitment processes. Establish performance objectives and standards and ensure timely and appropriate feedback, guidance and support to ensure optimum performance. Undertake performance evaluation according to UNDP´s policies and deadlines. 
  • Coordinate preparation and implementation of the annual results-based work plans and logical/result frameworks as endorsed by UNDP and INL.
  • Coordinate the preparation of monthly and quarterly progress reports and organize, correspondingly, monthly and quarterly progress reviews before reports are submitted to UNDP Programme Analyst.
  • Coordinate the project board meetings and their follow up under the guidance of Programme Analyst.
  • Analyse information sources produced by the international media, stakeholders, donors, Afghan Government and think tanks, and use it to design appropriate responses and content.
  • Coordinate organization of and participate in project level coordination meetings and/or technical working groups as per project document and AWP. Share information on technical project-related issues with donors, other partners and stakeholders.
  • Coordinate and monitor project risks. In collaboration with the technical project staff, IP’s and donors identify new risks and update risk frameworks for consideration of the Project Board for consideration and decision on possible actions if required. Update the status of these risks by maintaining the project risks log.
  • Coordinate the advisory activities of the project technical staff including the Chief Technical Advisor. Ensure that technical outputs are provided according to plans and up to highest technical standards. Review and clear technical outputs for quality.
  • Establish, maintain and facilitate strategic dialogue between project staff and Government officials at central and local levels, NGOs, partners, donors and other stakeholders in project´s area of work.
  • Provide technical advice in the area of high-value crop production and marketing, draft papers/briefs/proposals in project´s technical focus.
  • Identify areas of cooperation and coordination with other UN agencies for implementation of joint activities within the area of the project. Implement joint activities with UN implementing partners as per AWP.
  • Advocate UNDP with the partners and stakeholders. Consistently promote a positive image of the UNDP:
  • Provide inputs to formulation of UNDP strategies such as of UNDAF and CPD.
  • Coordinate project strategies and activities with other UNDP projects to ensure the effective implementation of the Country Programme Document.
  • Provide inputs to UN coordination platforms and participate in meetings, as requested.
  • Stimulate strategic thinking on income generation through alternative development and area-based development, highlighting opportunities to delivery results on the ground.
  • Promote the substantive quality of all knowledge products, reports and services, and ensures effective integration and compatibility with UNDP practice areas.
  • Organize national networks or communities of practice by involving experts in government, non-government, think tanks, private companies, international development organizations and the UN system.
  • Collect and analyse data and information on high-value crops production and marketing, opportunities, interests and prospects in consultation and coordination with local government and community-based organizations
  • Map competencies in the areas of community based rural and alternative development available in different countries and development organizations.
  • Ensure that the Project systematically builds capacities of Implementing Partners and other national partners through introduction of innovation and best practices, access to knowledge and expertise and promotion of their application to project implementation.
  • Promote teamwork, information sharing and collaboration within various Project Teams and task managers, and between the Project Team and the Project Partners.
  • Ensure capturing and disseminations of lessons learnt during project implementation.
  • Promote skills development of project staff through coaching and mentoring.
  • Facilitate the Project’s representation and/or participation in international knowledge networks to draw on and share best practice and lessons learned for application in Afghanistan.
  • Master’s degree in Alternative Developmentand/or  Agriculture with focus on agriculture production and marketing Economics; Envioronmetal management and/or Sciences;; Development Studies with focus on rural Development is required
  • Alternatively a Bachelor’s degree with 2 additional qualifying years may be accepted in lieu of a Master’s degree.   
  • With master’s degree 5 years of relevant experience in area of high-value crops production and marketing with proven managerial competence to administer large and complex, multi-dimensional development projects with international organizations is required.
  • Proven track of resource mobilization.
  • Extensive managerial experience including experience in leading multi-cultural teams.
  • Solid technical knowledge in the field of the project.
  • Experience in Management of projects with international organizations is a strong asset. 
  • Proficiency in written and spoken English is required;
  • Fluency in Pashtu and/or Dari is required.
