Context:

Site Development is an operational component of the Site Management and Site Development sector in Bangladesh. The programme is integral to the Rohingya Refugee Response implemented by the International Organization for Migration (IOM) with funding from various international donors. Site Development activities include site planning and various types of site rehabilitation works, including drainage, pedestrian access, earth stabilisation and installation of solar street lighting throughout camps in Cox’s Bazar District, Bangladesh.

Under the overall supervision of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Manager (Site Management and Site Development (SMSD)) of the IOM Bangladesh Country Office (CO), the successful candidate will coordinate and oversee the implementation of Site Development (SD) programme activities within the Site Management and Site Development ( SMSD) Unit by , ensuring that the programming is complementary and linked to IOM’s Site Management, Shelter and Non Food Items ( NFI), Disaster Risk Reduction and Capacity Building programmes’ activities.

Core Functions / Responsibilities:

  1. Develop, implement and monitor the administrative and operational activities of approved site development activities in the camps.

  2. Work closely with the Infrastructure Coordinator to manage resources, workflows and facilitate the execution of all site development works and infrastructure projects in a timely manner. Secure approvals for site development works in the camps and out of camps in close coordination with the Site Management Area Coordinator(s) and the Program Support Unit (PSU).

  3. Supervise and oversee the Site Development Operation Officers responsible for the execution of site development works in the camps.

  4. Supervise and oversee the Site Planners responsible for the execution of site planning works in camps.

  5. Ensure the application of the Site Management and Site Development Unit’s Programme Strategy, minimum standards for camp management, standard operating procedures (including cash-for-work) and policies while liaising with sector / partner organizations and governmental authorities to synergize existing activities.

  6. Monitor IOM’s Implementing Partners (IP) to execute site development works, provide a framework for technical support and contribute to their capacity building, while contributing to the mainstreaming of health and safety prevention and remediation in IOM and IP operations.

  7. Ensure that activities aim at preventing and mitigating gender-based violence (GBV) incamp-like settings are mainstreamed in Site Development activities in line with agreed upon Inter Agency Standing Committee (IASC) standards, Camp Coordination and Camp Management (CCCM) Gender Minimum Commitments and overall operational guidelines defined by the Site Management and Development Sector and GBV Area of responsibility working group in the country.

  8. Participate in relevant sector coordination processes and assist the Programme Manager (SMSD) to liaise appropriately with the Refugee Relief and Repatriation Commission (RRRC) of the Government of Bangladesh and local government representatives.

  9. Participate into the Site Maintenance and Engineering Project (SMEP) technical working group meetings, alongside WFP and UNHCR, identifying, propose and monitoring projects, ensuring technical quality so that IOM interests are met and to mitigate risks.

  10. Ensure timely preparation and submission of all programme reports according to IOM and donor requirements in coordination with PSU. Prepare regular updates, programme summaries draft press releases and communication materials and other relevant materials, including the planning and monitoring of construction materials supply chain and usage across all Site Development activities.

  11. Supervise the staff in Site Development and provide financial, administrative and logistical training in coordination with Resource Management Unit of Bangladesh CO.

  12. In coordination with the Resource Management, Infrastructures Unit and PSU and other relevant stakeholders, develop relevant assessments and due diligence for the identification of proper land parcels to set up IOM activities, that include land access and ownership, water and natural resources, environmental concerns, safety and security, as well as cultural and social consideration, including the labour market, etc. to cover the current and future needs of the displaced population and host communities.

  13. In coordination with the relevant stakeholders and host communities, Site Management Area Coordinators and the Infrastructure Coordinator, identify the service and infrastructure needs of local communities and develop projects to address these needs with a long-term vision. Considerations have to be taken in relation to persons with specific needs and groups at risk.

  14. Ensure Site Development Operation Officers and Site Planners work closely with government and local authorities, leaders, individuals and groups to identify and implement selected community development projects.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil Engineering, Architecture, Urban Planning, Construction Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above field with seven years of relevant professional experience.

Experience

• Experience with international organizations on emergency contexts, for programme implementation and management;

• Experience in site planning processes including consultative and multi-stakeholder inputs to decision making on settlements and infrastructure;

• Direct international experience in site planning, site development (horizontal engineering) and construction (vertical engineering) required;

• Experience with complex landscaping, water and drainage systems preferred;

• Experience with imaging and layout software is an advantage;

• Experience with GIS and GIS programs is an advantage; and,

• Previous experience working in Bangladesh or Rohingya population will be beneficial.

Skills

• Familiarity with different project cycle steps and donor requirements.

• Effectively management and direct implementation skills and compliance control on engineering and construction-related activities, including costing.

• Effectively coordination skills with other Implementing Partners.

• Proven ability to work effectively with local authorities, stakeholders, beneficiaries and the broader community to advance the CO or Regional objectives.

• Fluency in spoken and written English is required.

• AutoCAD proficiency is required.

• Ability to supervise, direct, coach and mentor staff.

• Demonstrated leadership, coordination, negotiation and mobilizing skills.

• Coordination and negotiation skills with a range of different stakeholders including local authorities, UN agencies, NGOs, Clusters/Sectors.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Bangla, Rohingya, Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
