Job Purpose

The position of Programme Coordinator for Libya is within the IFRC Country Office (CO) for Libya, currently based in Tunis, Tunisia for security reasons. The IFRC CO is responsible for overseeing IFRC support to, and coordination with, the Libyan Red Crescent Society (LRCS). The LRCS is Libya’s largest humanitarian organization and works through thirty-six branches, covering all Libyan areas (East, West and South).

Reporting to the Head of CO, the purpose of the position is to provide leadership for international coordination, ensure close coordination and strong collaboration among Movement actors and contribute to building capacities of the National Society. The Programme Coordinator also complements the IFRC Head of CO in partnership and resource development aspects by fostering relationships with key partners in Libya, and contributes to ensuring a strong and accountable IFRC. The Programme Coordinator also ensures collaboration with the Regional Office’s technical and administrative units, as well as with hosted programmes and reference centres.

In addition, the Programme Coordinator, is responsible for overseeing the progress of programmes within the IFRC CO and ensure timely, efficient and effective IFRC support to the LRCS in its operations, in cooperation with the relevant IFRC technical leads and project managers. The Programme Coordinator is responsible for developing, guiding and managing the IFRC annual and long-term Operational Plans in support of implementation of IFRC Strategy 2030 including in areas of organisational development in Libya.

Job Duties and Responsibilities

Programme and operation oversight

  • Under the lead of the IFRC Head of CO, facilitate the development of the IFRC annual and longer-term Operational Plans to implement Strategy 2030 supporting LRCS in developing programmes and operations which are relevant to the needs of vulnerable communities and implementing them as per agreed plans of action.
  • Coordinate strategic planning, implementation and monitoring of all IFRC supported programmes as part of the Operational Plan to ensure a coherent approach in the design and delivery, including capacity building.
  • Lead IFRC support to LRCS in coordinating programmes and operations, and engagement with Movement partners, donors and other internal and external stakeholders, in coordination with the relevant IFRC technical leads and project managers.
  • Provide technical guidance and oversight throughout the Project Management Cycle; assessment, planning, implementation and monitoring of IFRC-funded operations to ensure the application of IFRC standard policies and procedures, in close collaboration with the IFRC’s technical departments.
  • Monitor internal and regional developments for emerging trends relevant to the support provided to the LRCS through IFRC.
  • Promote and engage in systematic monitoring and evaluation of IFRC-supported programmes and operations to ensure that implementation is timely, relevant, and effective.
  • Lead the process of effective, timely and comprehensive reporting to partners and back donors.
  • Ensure effective reporting to donors and maintain an oversight of all funding and pledges.
  • Promote opportunities for LRCS to develop capacities of their personnel in managing programme and operation activities in accordance with internationally accepted standards.
  • Promote the full integration of NSD interventions within and across all programmes and operations to ensure coherent and systematic coordination of capacity building inputs and approaches.
  • Assume budget holder responsibility for the assigned programmes and operations in line with IFRC financial procedures.
  • Produce accurate financial and narrative reports as per requirements, for the IFRC and for the donors.

Strategic direction, leadership, programmatic coherence, quality and accountability

  • Provide strategic and technical advice with technical units on issues across the programming continuum.
  • Provide strategic direction and technical guidance, in operationalizing approaches that will strengthen the NS’s capacities and enable it to fulfil its humanitarian mandates.
  • Provide strategic direction and promote uptake of innovative approaches in programmes and operations.
  • Promote the application and compliance with strategies, policies and tools endorsed by member NS in global and regional statutory mechanisms, including Strategy 2030 and the Principles and Rules of RCRC Humanitarian Assistance.
  • Actively participate in and support IFRC’s knowledge and peer-to-peer networks.

Job Duties & Responsibilities 2

Resource mobilization

  • Coordinate closely with the LRCS regarding supporting activities that promote financial sustainability.
  • Provide support in mobilising resources, including contributing to identifying and engaging with potential donors, and in preparing project proposals and relevant documents.

Coordination, cooperation and networking

  • Facilitate, in coordination with the relevant IFRC technical leads and project managers, regular operational and technical coordination among Movement partners and ensure that relevant policies of the Movement and pre‐agreed thematic issues are followed up.
  • Build and nurture solid relationships with key external partners - including academia and the private sector - for enhancing innovative approaches in programmes and operations, and research as a base for evidence aimed at supporting advocacy on expanding investment in preparedness and community resilience.
  • Establish close coordination, cooperation and working relationship with technical file holders in the MENA Regional Office.

General management

  • Accountable to the IFRC Head of CO on achievement of results of the IFRC CO Operational Plan.
  • Responsible for overseeing the overall day-to day management and coordination of programme and operations, ensuring sound planning and financial management in accordance with IFRC policies, standards and practices.
  • Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its personnel, properties and resources. Includes compliance with procurement procedures and standards, identifying risks and challenges to the ongoing operations and programmes, raising them with regional and country-level counterparts.
  • Select, mentor and manage team members for programmes and operations, including ensuring that they have well-defined results-based priority plans and capacity to provide technical support to LRCS.
  • Promote a culture of continuous learning, individual and team accountability by setting individual and team objectives, monitoring team performance and conducting timely performance reviews.
  • Ensure that the team responsible for programmes and operations prepares accurate and timely monthly operational highlights, quarterly updates on operations and annual updates on operations as well as delivers inputs for standard reports.
  • Contribute to upholding IFRC policies, procedures and management system within the IFRC CO and support their improvement and review as necessary.
  • Support the IFRC Head of CO in all other matters related to the IFRC activities - including ensuring strategic coherence and alignment as well as programmatic and operational coordination - and be prepared for changing working conditions and reasonable adjustments of the job description during the mission.
  • Support LRCS in developing its business continuity planning process.
  • Provide support to the IFRC Head of CO in developing risk management matrix and keep updated.
  • Supervise thematic Programme Officers and Programme Managers.

Duties applicable to all staff

Education

  • Relevant university education or an equivalent of qualifying experience - required
  • Post-graduate qualification in management or leadership - preferred
  • Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge - required

Experience

  • At least 7 years working experience in the humanitarian or development sector – required
  • Prior work in a membership organization in roles that include member capacity development – required
  • At least 3 years working experience in the Red Cross Red Crescent Movement – required
  • Management and supervisory experience in a multicultural environment – required
  • Experience in coordinating with the authorities and other humanitarian/development actors – required
  • Experience in narrative and financial reporting and proposal writing – required
  • Preferably with experience in the MENA region – required
