The United Nations Office on Drugs and Crime (UNODC), as the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the Protocol on Trafficking in Persons (TIP) and the Protocol against the Smuggling of Migrants, supports Member States in implementing measures to facilitate convergence in national approaches with regard to TiP, to promote efficient international cooperation in investigating and prosecuting trafficking in persons cases and to protect and assist the victims of trafficking with full respect for their human rights. UNODC has been working in partnership with the Brazilian Government since 1991, within the framework of national priorities, to address the global drug problem, to combat corruption, to fight and prevent crime, including initiatives to tackle and respond to the issue of trafficking in persons including of victims of trafficking of forced labor. UNODC produces the biennial Global Report on Trafficking in Persons and advanced the work on testing methodologies in the area of trafficking in persons.

In this context, the Programme Coordinator will lead a forthcoming multi-year project to reduce the prevalence of forced labor in the gold mining sector in the State of Pará, Brazil, in consultation with Brazilian anti-trafficking state and non-state actors and international partners. The selected candidate will coordinate research and field-based activities aimed at improving understanding of the prevalence, nature and scope of forced labor in the gold mining industry, with focus in the area of Tapajos. Drawing on the prevalence research findings, the Programme Coordinator will ensure implementation of comprehensive prosecution, protection and prevention interventions in the framework of Brazil TiP National Action Plans, relevant policies and laws and international standards and norms.

Description:

1. Ensure project implementation in Brazil according to the approved project document and work plan.

  • Provide strategic and technical direction to the project and activities according to the approved project document and work plan.
  • Ensure the implementation of activities in the areas of research, prosecution, protection and prevention, fostering gender-based approach and inclusiveness of indigenous related aspects throughout the project.
  • Ensure set up and functioning of the Project Steering Committee and the Research Advisory Council.
  • Coordinate project implementation with UNODC Headquarters and relevant sections.
  • Coordinate the implementation of Project Partnership Agreement with the research partner and local stakeholders.
  • Ensure oversight of all finance, human resources, and operational aspects of the project.

2. Promote high-quality outputs and outcomes and the achievement of key indicators and objectives.

  • Lead the preparation of reports and technical documents related to project implementation.
  • Manage indicators and success criteria, identifying issues and implementing corrective actions.
  • Ensure timely implementation of the Monitoring & Evaluation Plan of the project.

3. Provide technical assistance to project team, partners and counterparts on themes related to the axis of prosecution.

  • Conduct analysis on themes related to the project to inform decisions and activities.
  • Lead cooperation with partners to collect inputs and execute joint analysis.
  • Support the elaboration and dissemination of studies, formative assessments, research products, protocols, handbooks, plans and other types of documents.

4. Recruit and supervise the project team.

  • Participate in the recruitment process of the project team according to the profiles and positions indicated in the Project Document.
  • Mentor and guide project personnel on implementing activities.
  • Execute team-building initiatives that foster cooperation and efficiency.

5. Maintain institutional relationship of the project with government representatives, partner institutions, state and non-state actors and the donor.

  • Engage with partners and stakeholders to execute project activities and to ensure national ownership in project implementation.
  • Coordinate research-based activities with implementing partners, academia, state and non- state actors and CSOs.
  • Liaise with other UNODC sections and other anti-trafficking institutions to coordinate opportunities of cooperation.
  • Report to counterparts and inform authorities about project results and progress.
  • Perform other duties as required.

Education:

Languages:

  • Fluency in Portuguese.
  • Fluency in English.
