Organisational context

Since 1978, WFP has actively assisted humanitarian and development interventions in Cameroon. Between 2014 and 2019, WFP has provided lifesaving and resilience building, food and nutrition assistance to refugees, internal displaced people and local communities, which has contributed to stabilizing the food security situation among vulnerable groups in Cameroon in pursuit of Zero Hunger.

WFP now operates through its main office in Yaoundé, with five Field Offices in Maroua (Far North), Ngaoundéré (Adamawa), Bertoua (East), Buea (South West) and Bamenda (North West) and three antennas in Meiganga (Adamawa), Batouri (East) and Kousseri (Far North) to ensure proximity with the beneficiaries. This position will be based in Yaoundé. The Country Office is implementing various activities including School Feeding Programmes to support Government achieve SDGs in collaboration with implementing partners and other stakeholders.

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the supervision of a Programme Policy Officer, you will:

  • Support the design, implementation, monitoring and reporting on Programme - School feeding activities
  • Provide technical support and assist in the development and implementation of school feeding activities while supporting alignment with wider programme policies and guidelines.
  • Contribute to strengthening partnerships with Development and humanitarian agencies and inter-governmental partners in school feeding activities in line with WFP's Strategic Objective 2.
  • Support with the implementation of school feeding assessment, planning, implementation, monitoring and evaluation of the Programmes I collaboration with other partners and stakeholders.
  • Participate in the development of formal arrangement with Government Counterparts, implementing partners and identify and propose feasible additional support activities that will boost the impact of the school feeding activities.
  • Facilitate in collaboration with the school feeding activity manager, the liaison between WFP and the Government Bodies and Partners involved in the school feeding activities.
  • Facilitate the coordination with Field Offices to ensure that the school feeding activities are performed within the established targets following the Country Office strategy and WFP's policies and procedures.
  • Work and exchange with relevant units to ensure that crosscutting lenses: such as gender equality and women empowerment, protection, nutrition etc. are considered in the planning and implementation and monitoring of school feeding activities for additional benefits and impacts.
  • Assist with the development of tools and coordination of data gathering and monitoring/evaluation systems to ensure that high quality standards are applied.
  • Support the school feeding activity manager to ensure coordination with the relevant units (Procurement, finance and supply chain, BPU) to ensure food commodities and non-food items are procured and delivered in a timely to Field Offices
  • Support the capacity building projects of WFP staff, partners and national government to prepare to implement the school feeding activity including the Home-Grown School Feeding Programme.
  • Document the process and prepare a case study for wider dissemination. This should form part of WFP's Cameroon School feeding experience and contribute to larger formulations within the government for providing of social safety and protection.
  • Track and assist with data analysis to provide input into reporting and knowledge management and documentation and contribute to the preparation of accurate and timely internal and external reports on Programme activities.
  • Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing school feeding activities.
  • Ensure and/or perform accurate, timely recording of data on school feeding activities and consistency of information presented to the supervisor and the activity Manager.
  • Prepare a range of reports and data analysis (e.g. food assistance needs, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Support implementation of activities with local partners, UN agencies, NGOs and government institutions.
  • Act as a point of contact for resolution of school feeding activities requesting assistance where necessary.
  • Perform any other related duties as may be requested by the supervisor or management.
  • Provide specialized project management support to the school feeding programmes to ensure that the various activities are performed within the established targets following WFP's policies and procedures.

Qualifications and Key requirements

Education : Completion of secondary school education (GCE A Level or Baccalauréat). A university degree in education, social sciences, economics, development, environment, business administration, humanitarian work or related disciplines is desirable.

Experience : 3 years relevant work experience in education, social protection, community development, humanitarian work and related areas.

Knowledge & Skills:

  • Creativity and ability to anticipate deadlines, and plan tasks accordingly. Demonstrated ability to develop collaborative work teams as well as ability to work independently and show initiative.
  • Capacity to work under pressure and ability to provide support to various projects at the same time.
  • Ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Previous experience working with humanitarian sector.

Languages: Fluency (level C) in one official language (English or French) and working knowledge of the other language.
