In Bosnia and Herzegovina (BIH), in line with its 2021-2025 Country Programme, UNDP work focuses on sustainable and inclusive growth, people-centred governance and social cohesion. The UNDP Country Programme outcomes correspond to three outcomes of the UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 (outcome 1 on resilient, sustainable and inclusive growth, outcome 4 on accountable and transparent governance systems, and outcome 5 on social cohesion and trust). UNDP is fully committed to support BIH with regards to its Agenda 2030 commitments as well as the European Union (EU) accession process.

The Energy and Environment Sector (EE) of the UNDP CO implements projects in the field of Climate Change Adaptation and Mitigation, Environment and Disaster Risk Reduction geared towards decreasing economic, social and territorial disparities and sustainable management of environmental and energy resources, and green jobs creation through coordinated approach by national and subnational actors. All interventions are realized in close collaboration with relevant government stakeholders, other UN agencies, multi-lateral and bi-lateral donors, private sector and civil society.

Under the overall guidance and supervision of the Sector Leader, the Programme Associate ensures effective execution of services in the Sector, supports the design, planning and management of the country programme by managing data and facilitating programme implementation, and promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Associate works in close collaboration with the Operations and the Programme, staff in the CO, UNDP HQ and the projects' staff for resolving programme support and finance-related issues and exchange of information. Duties and Responsibilities 1.) Substantive support to programme planning and implementation strategies

Provides substantive support in the form of analysis, data gathering, writing-up concepts, etc. for the formulation of the impact of both the CO’s and Sector’s interventions and contributes to overall strategic approach in view of future programming and planning. Provides concrete inputs in the formulation of concept notes and project proposals. Coordinates sector inputs for CO planning and reporting (e.g., UNSDCF, CPD, ROAR, etc.). Coordinates contacts with stakeholders. Performs the role of project manager where necessary (e.g. Vocational Training Project and ILMS 2). Represents UNDP in PB meeting, when required. Participates in UNCT programming processes, thematic results groups, and SDG monitoring and reporting

2.) Substantive support and monitoring of operational and financial management of the projects within the Sector

Ensures that business processes are followed by projects/programme within the Sector in line with the UNDP regulations and rules and the UNDP internal control framework. Prepares the Sector delivery plan, based on the inputs by projects and in consultation with the Sector Leader, and maintains regular control of the achievement of milestones, as well as the revision of the delivery targets. Provides quality assurance for the business and administrative processes within the sector, which includes formulation of ToRs, procurement processes and documents, as well as narrative and financial reporting. Performs Quality Assurance Assessor in UNDP Corporate Planning System for the Sector’s projects. Conducts results-based monitoring and evaluation of projects including periodic visits to project sites. Reviews of project budget revisions, GLJE submissions, etc. Approves / signs POs and non-PO vouchers in line with the Delegation of Authority in Sector Leader’s absence Ensures that risk logs and issue logs for projects within the Sector are timely filled in by Projects. Coordinates the preparation of the sector inputs for the purpose of audit. Provides substantive support to the Sector Leader in organizing independent evaluations of the projects. Reviews / quality assures relevant project deliverables, such as analyses, reports, assessments, policy proposals, etc. where relevant; Serves as Leave Monitor for the Sector Leader.

3.) Support in creation of strategic partnerships and implementation of the resource mobilization strategy:

Liaises with donors and provides support in partnering, communicating, advocating and resource mobilization. Participates in the development and management of the projects’ pipeline. Prepares presentations, reports and correspondence and organizes meetings. Supports effective advocacy, media interaction, public information and communication of UNDP’s programme priorities and mandate.

4.) Facilitation of knowledge building and knowledge sharing

Prepares and shares a synthesis of lessons learnt and best practices in programme. Mainstreams gender equality within the Sector. Promotes innovative approaches within the Sector. Provides assistance to the project staff within the Sector on POPP as well as on UNDP procedures. Contributions to relevant knowledge networks and communities of practice
