Evidence is at the heart of UNICEF’s work in India and critical to achieving UNICEF’s equity strategy. With the dynamic economic and political changes in India, the evidence function within UNICEF is becoming more important. Over the past few years, UNICEF’s evidence function has grown substantially in response to increased expectations from Government and other partners, who increasingly look to UNICEF as the knowledge leader on issues related to children. As such, the India Country Office has decided to initiate a new Evidence for Children unit which will aim to will support the effective design and conduct of research and evaluation within UNICEF, forster partnerships, as well as internal and external capacity building around evidence. This new team of three specialists, with leadership from the Chief Evidence (Data, Research and Evaluation) (P-4), will require operational support to ensure close monitoring of budgets, partnerships and work plan activity milestones, and to ensure that the unit adheres to all operational, financial and programmatic UNICEF rules and regulations.

Key Functions, Accountabilities And Related Duties/Tasks

Summary of key functions/accountabilities:

Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and making amendments and alterations when necessary.

Carrying out transactions in VISION pertaining to grants and programme-related items for the Evidence unit including but not limited to registering grant allotments and tracking expiring programme grants.

Regularly monitoring budgets and financial expenditures of the Evidence unit by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.

Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.

Helping prepare periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.

Where relevant, facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.

Where relevant, ensuring the timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs).

Where relevant, helping conduct regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems.

Support the Evidence unit team in organizing and convening internal network meetings, as well as external consultations and for a around evidence for children in India, focusing primarily on providing logistics and administrative support.

Support capacity development activities related to the work of the Evidence unit by preparing training materials and participating in exercises.

Work closely with ICT, to support the re-design of the internal and external-facing sites of the Evidence unit, and act as the primary person to ensure that information/documents on these sites and databases are up to date and easily accessible.

Provide any other operational, organizational and monitoring support as requested by the Evidence unit.  

The Programme Assistant is accountable for the full spectrum of administrative and project/programme support activities. The key results have an impact on the overall performance of the country office and success in the implementation of project/programme activities. Accurate programme monitoring and recommendations, data entry and presentation of information ensure proper programme decision-making.

Education:

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

Experience:

A minimum of five years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.

Language:

Fluency in English is required (written and spoken). Fluency in Hindi is required (spoken). Fluency in any other languages in India is an asset.

This position is based in New Delhi (India). The vacancy is open to Indian Nationals only. Selected applicant will have an initial two (2) year fixed-term contract, with the possibility of extension subject to satisfactory performance.
