Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. 

The FAO Representation in Cambodia is under the development of FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) and other relevant policies and strategies for the Government counterparts. 

 

Reporting Lines

The Programme Assistant reports directly to the Assistant FAO Representative (Programme) of the FAO Representation in Cambodia. Under the overall supervision of the Assistant FAO Representative (Programme) in Cambodia, and in close collaboration with programme team, national and international consultant as well as other colleagues from other Units, technical specialists, the incumbent will perform the tasks listed below.  

 

Technical Focus 

The Programme Assistant supports and contributes to the FAO country team efforts in the analytical works, and production of thematic papers related to food, agriculture, environment and climate change and preparation of the FAO’s Country Programming Framework (CPF) 2024-2028 as well as supporting to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF), and other partnership through consultation with the existing inter-ministerial committees, and Technical Working Groups, the private sector, development partners and consumer representatives to engage in a fully consultative and inclusive policy process.  

 

Tasks and responsibilities

•    Contribute to the FAO country team efforts in the analytical works, and production of thematic papers related to food, agriculture, environment and climate change;
•    Contribute to the development of emerging concept note and funding proposal;
•    Participate in and report on bilateral and multilateral meetings, workshops and coordination meetings with government counterparts and development partners;
•    Assist in identifying and establish partnership with key universities in Cambodia;
•    Provide necessary supports to preparation of the FAO’s Country Programming Framework (CPF) and the United Nations Sustainable Development Cooperation Framework (UNSDCF), 
•    Assist the Technical Working Group of Agriculture and Water (TWG-AW) related works including organization of meetings and participation, prepare minutes of meeting when necessary etc. 
•    Support the data collection, and analysis;
•    Contribute to the preparation of the upcoming APRC in Cambodia in February 2024;
•    Contribute to communication related activities within the Representation, and
•    Undertake other related tasks as required by the FAO Representative in order to achieve activities above. 

 


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 


Minimum Requirements

•    University degree in agriculture, economics, natural resources management, rural development or other relevant fields
•    At least one years of relevant experience 
•    Working knowledge of English and local language is preferable.

Technical/Functional Skills 

•    Systemic and analytical capacity on complex issues related to papers related to food, agriculture, environment and climate change;
•    Experience in organizing participatory processes and contribution to processes related to programme development through engagement of a wide range of stakeholders from the government, civil society, academia, and the private sector;
•    Extent and relevance of experience in projects/programme planning and development; 
•    Familiarity with relevant computer applications such as word processing tools, spreadsheets and statistical package (MS Office-Word, Excel, STATA etc.);
•    Good analytical, presentation and training skills;
•    Demonstrated ability to work independently, handle multiple tasks, work under pressure and deliver assignments on time; and Leading, engaging, empowering and an excellent team player.
