OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO European Centre for Primary Care in Almaty, Kazakhstan is a European reference point on primary health care led health system policies with a focus on demonstrated country impact. Building on the legacy of the Alma-Ata and Astana Declarations, the Centre focuses on developing pragmatic and actionable policy recommendations to strengthen primary health care using a multi-disciplinary approach. The Centre contributes to all three pillars of the EPW and each of its four flagships. It aims to inspire action at country level to move towards UHC by producing and disseminating state-of-the art evidence on effective models of primary health care within an overall integrated health systems approach. The Centre contributes to strengthening the role of primary health care in health emergencies including in the continued COVID-19 pandemic. Finally, it contributes to better health and well-being by strengthening primary health care to address upstream determinants of health through greater integration with public health services, and through stronger links to mental health, long-term care, social services.

DESCRIPTION OF DUTIES

Within the WHO European Centre for Primary Health Care (the Centre) in Almaty, Kazakhstan, the incumbent provides administrative support and program coordination to the Centre in the planning, implementation and reporting of its core work programme

Key duties: Manage incoming and preparation of outgoing programme-related administrative correspondence and documents; redirecting requests and information where required, follow-up on clearances and deadlines.

Revision of programme correspondence, reports, and documents for proper form and adherence to standards and rules of the organization.

Support administratively the planning, implementation, and monitoring of key activities in the Centre's work plan.

Provide and organize all administrative support for Centre's regional activities (including policy papers, online and offline dialogue events, courses, communication products, demonstration platform visits).

Provide and organize all administrative support for Centre's country support work coordinating the efforts of team assistants and Country Office administrative staff.

With the Senior Advisor (P5) and Business Operations associate, organize monthly agile planning meetings to track progress and prioritize ahead.

Record programme activities and coordinate development of the Centre's Annual Report.

Prepare background and assistance in the statutory planning, monitoring and evaluation exercises.

Prepare committal documents related to procurement of goods and services including consultants.

Ensure compliance with internal systems, rules and regulations and award agreements.

Monitor deliverable and payment schedules of contracts, and payments processing.

Oversee organization of quarterly duty travel plans and duty travel arrangements related to country visits, study tours and others in accordance with the approved programme budget/collaborative programmes with countries.

Lead organization of both internal and external meetings online and face-to-face (working groups, seminars/courses, workshops, capacity building events and other) ensuring appropriate documentation.

Ensure oversight and coordination of the various tasks and requirements involved i.e.: production of relevant documentation, communications, local arrangements/suppliers, hospitality, payments to participants, etc.

Prepare administrative reports/evaluations.

Provide support to the production of key publications (ensure timely editing and translation services, approval chain, and publication).

Organize and maintain filing systems/repositories for all documents and correspondence.

Prepare and provide briefing to staff and visitors on the rules, practices and procedures of Regional Office and Centre.

Other related duties as required or instructed, including providing support to other areas of work as assigned and assisting/replacing colleagues in the team as may be needed.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent.
Desirable: Relevant higher education or post-secondary school courses in a field relevant to the position.

 

Experience

Essential: At least 5 years of progressively responsible experience in the secretarial / administrative field, preferably in an international environment/setting.
Desirable: Relevant experience in WHO or in the UN.

 

 

Skills

Demonstrated organizational skills and ability to deliver results within assigned timelines. Documented proficiency in Microsoft Office 265 standard applications. Demonstrated good interpersonal communication, drafting and note taking skills. Assessed capacity and willingness to maintain respectful work dialogue in a multicultural environment/team with sensitivity and respect for diversity. Proven capacity to work proactively and effectively as a member of a team. Demonstrated ability to work in a fast-paced environment while keeping focus on quality and to adapt to changing priorities. REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,806 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
