Context:

Under the direct supervision of the Chief of Mission (CoM) in Thailand, and in close coordination with relevant Country Office (CO) Units, the successful candidate will be accountable and responsible for the provision of substantive support for programme/project and policy development, donor relations and resources mobilization efforts, as well as Monitoring and Evaluation (M&E) activities for the International Organization for Migration (IOM) Thailand.

Core Functions / Responsibilities:

  1. Support CO with the development and roll-out of strategic documents and initiatives, including country strategy.

  2. Coordinate contributions for and compile various periodic reports including the yearly and mid-term reviews, IOM inputs into the United Nations (UN) Country Framework-related and Sustainable Development Goals (SDG) agenda processes, as well as inputs for national, sub-regional and regional processes.

  3. Support IOM chairing of and participation in the UN Migration Network, including related Working Groups, Task Force, and other UN inter-agency engagement.

  4. Facilitate internal coordination and development of strategic policy advise on specific migration issues and programmes relevant to Thailand, with an emphasis on emerging and cross-cutting issues in coordination with IOM Headquarters (HQ), Regional Office (RO) and relevant IOM COs.

  5. Engage in consultations and coordination with the relevant Units and Thematic Specialists in the RO to promote institutional policy and programmatic coherence, as well as clarity and consistency of messaging towards external partners and stakeholders.

  6. Act as focal point for the design and development of new programmes/projects in close coordination with the CoM, RO, relevant programme managers, governmental authorities, and international and regional institutions, as well as partner’ organizations in public/private sector.

  7. Maintain up-to-date knowledge of all programme implementation in IOM Thailand and act as a focal point for IOM Thailand to respond to queries from HQ, RO, network of IOM COs, and external counterparts.

  8. Maintain, contribute to, and where necessary establish, knowledge management systems covering both migration policy, internal policies, operational issues, and programmes within IOM Thailand and coordinate with CoM, programme managers, and other relevant internal or external stakeholders as appropriate to ensure they are effectively utilized.

  9. Prepare briefings in relation to the CoM's liaison functions for the Government of Thailand, United Nations Country Team (UNCT) partners, and visiting delegations and donors Including liaising with respective programme managers for related organizational events.

  10. Advise project managers in monitoring projects to generate data and inform/identify in advance implementation challenges, identify solutions, and support the timely delivery of activities and services within the designated timeframe.

  11. Advise programme managers of institutional reporting processes (timelines, requirements etc.) and when required support drafting of reports to be submitted to the donor, RO, and HQ.

  12. Provide trainings and organize webinars to inform relevant colleagues in mission on project development, reporting, and M&E, as well as the roll-out of institutional updates and guidance material.

  13. Undertake travel duties relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/ or Law from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the field of migration issues, including operational and field experience;

• Experience in project development and management;

• Demonstrated experience in coordinating projects, providing policy support as well as programme development;

• Demonstrated experience in donor liaison;

• Demonstrated experience in liaising with governmental authorities, other national/international institutions, and NGOs;

• Experience in the Asia Pacific region a distinct advantage.

Skills

• Superior reporting and writing skills.

• Superior coordination skills.

• Good knowledge of monitoring and evaluation.

• Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Thai regional languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
