Programmatically, UNDP Ghana Country Office has two clusters (Environment and Climate / Governance, Peace Building, and Inclusive Development). The Country Office is in its final year of implementation of the Country Programme Document (2018-2022). Under the Green, Equitable and Resilient Development pillar, the Environment and Climate Cluster (ECC) is focusing firstly on supporting public institutional capacities to reduce environmental degradation and implement climate action. Under this pillar of work, ECC is collaborating with the Ministry of Environment, Science, Technology and Innovation (and other institutions) to strengthen the planning and delivery process for gender-responsive mitigation and adaptation measures at national and local levels. This involves focusing on internalizing and implementing global environmental agreements, promoting policy coherence, and coordinating climate change, disaster risk reduction (DRR), and green economy interventions across sectors. We are also supporting the Ministry of Finance and other institutions on new ways to mobilize financial resources for policy implementation (including climate finance) and promote an enabling environment for green private sector investments.

Secondly, ECC is facilitating access to information, knowledge and tools that promote green jobs, citizen participation in environmental conservation, and community resilience. Under this area of work, we are undertaking targeted and catalytic interventions that have a clear potential to generate best practices to be upscaled and replicated. Drawing on UNDP’s global expertise and network, we are facilitating access to innovative tools, approaches and technologies developed and tested worldwide.

The Programme Analyst who will be a member of the Environment and Climate Cluster. S/he will be the focal person for the management of selected projects, as assigned by the team leader. With cross-sectoral and integrated approach, ECC focuses its interventions in the sectors including sustainable energy, forestry, agriculture, waste and chemicals management, and small-scale artisanal mining. S/he will provide programme management and technical/administrative assistance.

Duties and Responsibilities

1. Programme Management:

Support implementation and development of UNDP’s programme on environment and climate; Monitors project activity implementation and progress and ensure that the agreed deliverables are met;  Provide project management and technical support to the implementation of programme; Support design and formulation of CO programme within the area of environment and climate, translating UNDP’s priorities into local interventions, in line with CPD;  Coordinate programme implementation with the executing agencies; Support initiation of a project, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review; Provide financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, and development of solutions. Participates in audit of NEX projects; Follow up on audit recommendations.

2. Technical and policy support:

Assist in review and comment on relevant submissions of the project reports to improve the technical quality; Support evidenced-based planning and decision-making for UNDP’s programme on environment and climate; Identify sources of information related to policy-driven issues. Identifies and makes synthesis of best practices and lessons learnt directly linked to programme country policy goals relating to environment and climate; Contribute to the preparation of drafts of technical policy advice and programme support documents in the area of environment and climate.

3. Administrative Assistance:

Support preparation of cluster work plans and facilitate of coordination of project implementation at the cluster level; Support updated project information in ATLAS/QUANTUM; Support project audit and facilitate access by auditors to project documentation, personnel, and institutions involved in the project; Support organization of HACT assurance activities, including spot checks and programme visits; Regularly advise Implementing Partners or Responsible Partners on HACT related issues; Initiate procurement actions for ICs, goods, works and services according to procurement plans; Compile supporting documents for procurement processes and ensures that supporting documents are complete.

4.  Knowledge Building and management:

Synthesize and document lessons learnt and best practices in programme; Develop success stories and articles to communicate UNDP’s achievements; Contribute to the provision of top quality advisory services and  facilitation of knowledge building and management; Make sound contributions to knowledge networks and communities of practice.

5.  Strategic partnerships and resource mobilization:

Establish and maintain good working relationships with the relevant public and development partners of projects he/she is assigned to; Identify and work with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors; Identify opportunities for mobilizing resources for UNDP’s programme on environment and climate and prepare substantive briefs on possible areas of cooperation.

Institutional Arrangement

The Programme Analyst  who will be a member of the Environment and Climate Cluster and will report to the Team Leader of ECC (Environment and Climate Change Specialist).
