In Guinea-Bissau, although the Constitution is founded on democratic governance principles, notably the consecration of people as the holder of sovereignty, rule of law as an affirmation of the primacy of legality, separation of powers, respect for human rights, participation of citizens, and a multi-party system of government, challenges ahead persist relative to effective transparent and inclusive democratic governance. The challenges primarily stem from intertwined causes, including the political instability that has been affecting the country since its independence, the legacy of colonial and post-independence forms of centralized government systems, and the political-military dynamics.

Guinea-Bissau has shown overall Governance deterioration, as measured by the Mo Ibrahim Index of African Governance with notable poor performance in areas that include rule of law, personal safety, participating and human rights, welfare and sustainable economic opportunities. Weaknesses in areas such as access to justice, endemic corruption, decentralization, public administration and civil services, parliament human rights and gender inequality require attention as they result in the state inability to provide effectively and efficiently goods and services to the population and to build social cohesion between the state and citizens.

The UNDP Country Office (CO) in Guinea-Bissau, as key Government partner in the area of governance, is developing and implementing various projects in a variety of governance related domains, including rule of law and justice, anticorruption and accountability, decentralization and local governance, electoral support, parliamentary support and civic engagement. Additionally, taking into consideration the UN mission transition, UNDP is taking over some of its responsibilities.   

In this context, UNDP is recruiting a Programme Analyst that is expected to provide leadership in execution of services in the design, planning and management of governance related activities by contributing to business development and facilitating programme implementation. S/he will focus on initiatives and activities related to political stabilization and reform, confidence building and inclusive dialogue, as well as civic engagement as part of an ongoing project funded by the Peacebuilding Fund on Stabilization and Political Dialogue. The Programme Analyst promotes a client-oriented approach consistent with UNDP rules and regulations.

Under the overall guidance of the Deputy Resident Representative and the direct supervision of the Head of the Governance Unit, the Programme Analyst can supervise and lead programme support staff. S/he will work in close collaboration with the members of the Governance Unit, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff for resolving complex programme-related issues and information delivery.

 

Summary Key Functions:

  •  Ensure implementation of the programme strategy
  • Manage the CO programme in the focus area and co-lead the programme support team

  • Provide top-quality policy advisory services to the Government, and facilitate knowledge building and management

 1. As a member of the Governance unit, s/he ensures implementation of the programme strategy focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation in the country and contribute to the collaborative preparation/revision of AWP and other documents.
  • Identification of strategic programme areas of cooperation.
  • Operationalization of the CPD in collaboration with the main partners and other UN Agencies, including identification of possibilities for joint programming.
  • Analysis and presentation of UNDP policies and their implementation in the CO.
  • Support the CO business processes mapping and facilitates related workflows within the unit and with other units.

2. Ensures effective management of the CO programme within the thematic area of responsibility focusing on quality control of the full cycle of programming from formulation to implementation and achieving the following results:

  • Support the effective application of RBM tools, establishment of management targets and monitoring achievement of results.
  • Design and formulation of the CO programme within the area of responsibility, translating UNDP priorities into local interventions.
  • Coordination of programme implementation with the executing agencies.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
  • Ensure reports are regularly prepared on activities, outputs and outcomes. Ensure preparation of donor reports.

3. Establishes and maintains strategic partnerships and contributes to resource mobilization, focusing on achievement of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes in the thematic area.
  • Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

4.     Ensures provision of top-quality policy advisory services in the thematic area and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results :

The key results have an impact on the overall success of the country programme and reaching CPD goals. In particular, the key results have an impact on the overall effectiveness of the CO programmes and projects, creation of strategic partnerships as well as reaching resource mobilization targets.
