The UNDP Global Policy Network and the Policy Bureau:

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based, regional and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Policy Bureau guides UNDP’s corporate development-related strategies and vision for gender equality as a key component of sustainable development and ensuring no one is left behind.
The Policy Bureau (PB) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  PB’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  The Policy Bureau (PB) works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response.  The PB ensures that issues of risk are fully integrated into UNDP’s development programmes. Assist UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  PB supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

Under the overall guidance of the Regional Hub Manager in the Regional Hub and the direct supervision of the Regional Gender Team Leader, the Programme Analyst, Gender and sustainable development and Gender Mainstreaming based in Panama is responsible for supporting policy and programme advisory services to the Country Offices and aiding the utilization of the products and tools relevant to the thematic area of Gender. S/he acts in response to requests from country offices and in collaboration with the integration and coordination team. Working to ensure the execution of quality and coherent policy and programme advisory services within their region and across other regions as well as alignment with the Strategic Plan and Gender Equality Strategy 2018-2022, the Programme Analyst supports the advancement of the mission of the UNDP and increases the accuracy of the monitoring and review of this thematic area. S/he is responsible for performing and contributing to the following:

  • Programme Support and Policy Advice;
  • Policy Research and Development;

  • Partnerships and Resource Mobilization;
  • Knowledge Management.

Programme Support and Policy Advice

  • Support integration of technical policy advice into programmes/projects at the country level;
  • Prepare materials to support the application of integrated multi-disciplinary approaches, including through participation in Development Solutions Teams (DSTs), to meet policy and programming needs in line with corporate guidance and standards;
  • Under guidance of supervisor, coordinate organization and conduct of policy events at the regional level hosted or co-hosted by UNDP;
  • Support monitoring and reporting against this thematic area of the UNDP Strategic Plan, and Gender Equality Strategy, 2018-2022.
  • Contribute to UNDP’s Global Policy Network through e-discussions, sharing experiences and best practices; Incorporate gender equality and human rights’-based approach in policy and programming work related to sustainable development and gender mainstreaming;
  • Support policy advisory and programming services -on line or through missions as required -to COs in other regions received through the GPN;
  • Support planning and fielding of missions, in collaboration with other GPN teams, for assessment and programmatic design and follow-up at country level;
  • Support teams in the Global Policy Network, including the RBLAC regional hub in its provision of policy advisory services to country offices as required helping them to ensure gender issues are fully integrated and relevance of the services provided to country and regional context.

Policy Research and Development

  • Provide research and analysis support from the region for the purpose of producing relevant analysis and guidance on emerging issues of global and regional significance;
  • Conduct regional data analysis, case evidence and research findings to distill relevant lessons in support of policy and strategy initiatives development to integrate gender in the sustainable development and poverty portfolios
  • Participate in the development of policy initiatives for different contexts on key emerging policy agendas, by drafting applicable documents and preparing presentations;
  • Provide relevant input to the team by analyzing data to support the quality assurance of policy services and foster policy innovation in the specific thematic area to enhance programme/project formulation and delivery.
  • Provide support to the implementation of regional initiatives on gender and sustainable development and poverty eradication (e.g. Multidimensional poverty, SDG integration, local economic development, financial inclusion, care economy and labor/employment issues, etc.)

Policy Positioning and Advocacy

  • Provide analysis and research to support mobilizing, fostering and strengthening strategic partnerships with UN entities, UNW and other relevant regional and sub-regional institutions and bodies and provide inputs to those partnerships in support of UNDP initiatives;
  • Draft components of briefings and speeches;
  • Prepare analysis and materials to support advocating the importance of the thematic area in various fora, including academia and civil society, with a view to deepen related political commitment and related reforms; and
  • Support team’s engagement in interagency coordination, including cluster teams, in relevant policy areas by providing research insight gender in the democratic governance, access to justice and conflict prevention agendas.


Partnerships and Resource Mobilization

  • Support the team in developing analysis and materials to support the engagement with regional and global partners;
  • Provide input and analysis to develop resource mobilization plan under corporate guidelines, including to fulfill corporate and donor reporting, advocacy and information-sharing requirements;
  • Provide inputs and compile relevant data related to global external partnerships behind UNDP initiatives, including to fulfill corporate and donor reporting, advocacy and information-sharing requirements (in coordination with other teams and BERA as required); and
  • Provide research and written materials to support the formulation of partnership strategies with UN and external partner institutions, including governments, private sector, academia, NGOs, and CSOs.

 Knowledge Management

  • Support keeping an up-to-date library of knowledge related to the thematic area, at the global, cross-regional or region-specific level to and proactively share documents with team members and respond to their specific requests for information;  
  • Uder guidance of supervisor, coordinate organization and conduct of knowledge sharing events; and
  • Perform knowledge extraction, analysis, documentation, codification of results/lessons learned in the specific thematic area, to support knowledge management in the thematic area.
  • Engages in the GPN by supporting south-south learnings and exchanges, linking gender focal points from the LAC with gender focal points in other regions; supports global e-events organized by the global gender team as well as the monitoring and activation of the Global Gender COP.
  • Contribute to the promotion of information sharing and collaboration within the GPN, across UNDP.

Gender Equality and Women’s Empowerment

  • Knowledge of systems for gender mainstreamin and capacity development, sustainable development, poverty erradication and economic and social policies to address economic uissues from a gender perspective and, interagency collaboration and ability to apply to strategic and/or practical situations.

Gender mainstreaming and analysis

  • Knowledge of gender issues as they applay to economic and social policies from a gender perspective and the ability to apply to strategic and/or practical situations, including analysis of projects from a gender perspective.

Education:

  • Advanced university degree (Master’s or equivalent) in economics, gender in development, business administration, social sciences, or related disciplines.
  • A degree in economics would be an advantage.

Experience:   

  • Minimum 2 years of professional work experience delivering relevant work programmes in global international entities in the general area of Gender or experience in developing country settings. 

Language Requirements:  

  • Demonstrable Fluency in English and Spanish, both written and oral is essential. Working knowledge of a third UN language preferably relevant to the region in which this position is based, is an asset.

Knowledge and use of data basis are an asset.
