BACKGROUND AND PURPOSE OF ASSIGNMENT

To support its work in providing safe and nutritious school meals and enhancing the transition to a national school feeding programme, WFP is currently implementing school feeding programme focusing on locally procured commodities. The programme is designed and implemented in close partnership with the Ministry of Education, Youth and Sport (MoEYS) and other line ministries, provincial and district authorities.

To strengthen the monitoring, learning and evidence generation of the programme, WFP is seeking to recruit an international consultant (ICST-II). The position will be based in WFP country office in Phnom Penh, with regular visits to the field and is expected to work across workstreams including programme, monitoring, reporting, and communication.

JOB TITLE: Programme Advisor - Monitoring, Evidence and Knowledge Management

TYPE OF CONTRACT: Consultant/Regular

DURATION: 11 months (with possible extension)

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive)
This position reports to WFP’s programme lead for education and food systems and will work within the M&E team, also working closely with the school-based feeding programme team, area office and communications unit.

1. Support the development and enhancement of monitoring and evaluation systems and frameworks for WFP and government school-based food and nutrition programmes, including to ensure strong data and evidence is collected, analysed and documented for accountability and learning purposes.

2. Provide support in ongoing monitoring and review of the school feeding programme, assisting on quality assurance measures and ensuring that the programme stays relevant with national development needs and alignment with WFP, government and KOICA as well as other donor strategies.

3. Support WFP’s knowledge management for building evidence and learning, with a focus on school-based food and nutrition programmes and related areas. This will include documentation and sharing of best practices and lessons learned for learning, programme adjustments and improvement of operations.

4. Contribute to mid-term and thematic reviews and evaluations, which are intended for internal learning, strategic and operational decision-making.

5. Support the management of decentralized evaluations related to the programme to ensure these are conducted in a timely, relevant way in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails the support to management of all evaluation phases: planning, preparing, inception report, data collection, data analysis and report, and dissemination and follow-up.

6. With the partnerships and communications team, produce factsheets/briefings, write stories and support events relating to the HGSF programme for publication and resource mobilisation

7. Contribute to and participate in relevant project meetings, particularly the quarterly meeting and adhoc meetings with government counterparts, donors, other UN agencies and the project’s implementing partners.

8. Build M&E capacity of WFP staff and partners through delivery of training and information sharing. support junior staff members and guide as required to enable high performance.

9. Develop an internal library of relevant documentation (with adequate indexing and consent documentation) and materials as related to WFP operations, including historic data, and relevant thematic interest areas for easy reference in programme development, research and alike.

10. Support the compilation, editing, publication and dissemination of relevant programme documents, and lessons learned, research and analytical papers.

11. Take responsibility for reflecting and integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.**

EXPERIENCE:

· Minimum of five years postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

· Minimum of 23 months of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods.

· Experience in working with governments and/or national entities in capacity building and handover programmes.

KNOWLEDGE & SKILLS:

· Sound theoretical understanding of M&E concepts and principals with a broad knowledge of best practices, techniques and processes.

· Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.

· Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.

· Ability to lead, motivate and develop small teams of junior staff.

· Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

LANGUAGE: Fluency (level C) in English language. Knowledge of Korean language is desirable.
