The United Nations Joint Programme for Gender Equality in Georgia Phase II (UNJP or the programme), funded by the Government of Sweden through the Swedish International Development Cooperation Agency (Sida), is implemented jointly by the United Nations Development Programme (UNDP), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), and the United Nations Population Fund (UNFPA) – jointly, these entities are referred to as the Participating UN Organizations (PUNOs).

The current phase (Phase II) is a continuation, building on the modality, results and implementation mechanisms of Phase I, which ran from 2012-2015. Phase I had a final evaluation that concluded it was largely successful and noted that there was greater opportunity for impact through joint activities including advocacy and training. Phase II began on 20 November 2015 and through cost-extensions will end on 30 June 2022.

The overall goal of Phase II of the programme is to promote gender equality and women’s empowerment by means of strengthening capacities of government at both central and local levels and across the executive, legislative and judicial branches, engaging civil society and raising public awareness about gender equality.

There are three outcomes:

The programme takes a holistic approach with three interrelated levels (national, local and grassroots) and multi-tiered programming based on policy advice, strengthening national systems and strengthening public advocacy.

The geographic area of the UNJP work is Tbilisi and the Samegrelo-Zemo Svaneti and Kakheti regions. The target population of the programme is: society at large, women, men and youth and especially excluded groups of women such as IDPs and conflict affected populations, ethnic and religious minorities, female-headed households, victims/survivors of gender-based violence (GBV).

Overall responsibilities: Under the overall supervision of the Program Analyst/Gender, Programme Associate will provide programmatic support to the UN JP for Gender Equality in compliance with all relevant UNFPA Policies, Procedures, Rules and Regulations.

Specific responsibilities:  Some specific tasks of the Project Associate will include:

Program Implementation Support:

  • In collaboration with relevant counterparts, contributes to the implementation of the programmatic activities as outlined by the Programme Document and assigned by the Programme Analyst.
  • Assists Program Analyst/Gender to plan and implement programmatic interventions to achieve the UNJP programmatic outputs.
  • Assists Program Analyst/Gender to identify opportunities for UNFPA’s assistance and intervention. Prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Expedites and coordinates project implementation establishing collaborative relationships with experts, implementing partners, and other UN agencies within the frameworks of the UNJP, through facilitating timely and efficient delivery of project inputs.
  • Substantially contributes to preparation of relevant reports, documentation, i.e. project summaries, conference papers, speeches, agendas, concept notes, and participating in donor meetings and public information events.
  • Participates in field visits, review meetings and evaluation missions as instructed by the Program Analyst/Gender
  • Undertakes continuous monitoring of progress of project activities implemented under UNFPA’s component within UNJP. Participates in field visits, review meetings and evaluation missions as instructed by the Program Analyst/Gender.
  • Implements other activities as reasonably assigned by the Program Analyst/Gender for the implementation of the UN Joint Program for Gender Equality.

 Administrative Support:

  • Provides support to the Administrative Associate, when necessary, as assigned by the Program Analyst to ensure the smooth implementation of the project.
  • Negotiates with relevant service providers to organize trainings, seminars, workshops, conferences, etc.
  • Supports Program Analyst/Gender in future arrangements/financial planning of the UNJP for Gender Equality.
  • Assists Program Analyst/Gender in supervising and directing implementing partners. Provides necessary support to the partners to ensure their alignment with UNFPA Rules and Regulations.
  • Provides backstopping support, as necessary, to the Administrative Associate and/or Program Analyst.
  • Perform other duties, as required.

Education:

  • Bachelor’s Degree in Social Sciences, Public Policy Administration, Law, Education, Gender Studies.

Experience:

  • Minimum 3 years of work experience in project implementation;
  • Experience in providing project support and/or coordination of activities with NGOs, UN agencies and/or EU institutions, or other donor or international organizations is required;
  • Significant experience in online search engines, contributing to report writing and undertaking desk research.
  • Experience in preparation of presentations, meetings and administrative documentation for projects;
  • Strong interpersonal and organizational skills;
  • Experience with Microsoft Office applications, high proficiency in the use of MS Word, Excel and PowerPoint;

Language Requirements:

  • Fluency in written and spoken Georgian and English
