JOB BRIEF
The Program Officer for the Sahel and WPVE will be responsible for the day-to-day management of the Women Preventing Violent Extremism (WPVE) project in the Sahel and support the management of USIP’s programming in the Sahel. The Program Officer will report to the WPVE Senior Program Officer and work in close coordination with the Africa Center Senior Program Officer and with colleagues across USIP’s Africa Center (in HQ and in the field). This is a full-time position based in Washington, DC, with some international travel required.

TARGET SALARY RANGE
Grade 12 - $87,000 - $90,000

The Institute uses the General Schedule salary tables for administering compensation. Contractor offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES
Project Management:
• Manage the implementation of the Women Preventing Violent Extremism (WPVE) program in the Sahel (e.g., meet project goals and objectives, develop and presents on project goals and objectives, regularly meet with project partner organizations based in project implementation countries, etc.).
• Manage 2-3 regional staff based in Mali and Niger, oversees local partner relationships, and work closely with DC-based programmatic support staff.
• Liaise with other USIP programs working in the Sahel, under the guidance of the Senior Program Officer, to ensure coordination in programming.
• Convene monthly USIP Sahel Coordination meetings.

Development and Planning:
• Draft reports and updates for interagency agreement funds for the WPVE portfolio.
• Pursue additional program opportunities within the Sahel on behalf of the Africa Center under the direction of the Senior Program Officer.
• Write monitoring, evaluation, and learning plans, and designates appropriate resources required to support program goals.
• Develop training and educational materials on women, peace, and security, preventing and countering violent extremism, and organizational management for women’s organizations in the Sahel.

Financial Management:
• Manage project budget to ensure that the program is operating within its budget limitations in order to meet its goals and objectives.
• Manage the WPVE portfolio’s procurement, including serving as COTR, budget, and finance operations in coordination with USIP’s Finance team, the WPVE program assistant, and the Africa Center’s Resource Manager.
• In coordination with SPO, support external funding requests for project initiatives.

Public Outreach:
• Serve as an expert on women, peace, and security in the Sahel (e.g., conduct research; present at conferences and workshops; provide advice and counsel to other public and private organizations; develop publications, training, and educational materials, workshops, conducts training courses and lectures).
• Serve as a resource both internally and externally on the Sahel, including by authoring occasional short pieces on conflict dynamics in the Sahel and policy towards the Sahel.
• Cultivate contacts with subject matter experts and external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.
• Attend and participate in various conferences, events, and other programs to speak on behalf of USIP on a specific subject matter area of expertise.
• Respond to the public or media regarding specific program areas.
• In coordination with SPO, provides regular briefings to governmental or other organizations on key subject matter areas.
• Produces public-facing materials for the WPVE portfolio.

Performs other duties as assigned.

QUALIFICATIONS
• Bachelor’s degree (Masters preferred) in international relations or related field.·
• Six (6) or more years of related experience.
• French fluency is strongly preferred; conversational French is required.
• Knowledge of Sahel conflict and political dynamics required, and gender and peacebuilding thematic expertise preferred.
• Demonstrated project design, implementation, and monitoring, evaluation & learning skills.
• Experience managing programs in coordination with teams based abroad.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Demonstrated research, analytic, and writing skills. Able to write effectively in a variety of formats and for a variety of audiences.
• Must have the ability to design and manage budgets.
• Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
• Must have excellent interpersonal skills.
