FHI 360/Philippines (ww.fhi360.org) implements various development projects in the Philippines. FHI 360 is looking for a qualified Program Officer who will support multiple projects managed by the Philippine Country Office.

Reporting to the Program Manager, the Program Officer supports in managing different country office projects and monitoring and evaluation (M&E) activities and ensures to support the projects’ development, implementation, and evaluation. S/he will support in planning, implementing, and monitoring the progress of different projects as per the approved workplans and deadlines. The Program Officer will assist in coordination with all sectors (technical, operational, strategic information, admin, finance, etc.) to support smooth and optimum implementation of different projects. S/he will support to ensure efficient coordination and communication among USAID, DOH, FHI 360, other implementing partners, project sites, and other key stakeholders from the national to health facility levels.

KEY RESPONSIBILITIES:

Program Management (70%)

  • Supports the Program Manager in providing the required oversight and support to ensure smooth implementation of different country programs’ activities

  • Oversees the progress of different projects and day to day programmatic activities as per the approved workplans to ensure successful project delivery.

  • Serves as a resource for projects coordinating the development of workplans, budgets, and deliverables, and monitoring M&E plans, and liaising with technical staff.

  • Provides programmatic input/review to develop high quality deliverables that align with project objectives.

  • Tracks performance against project timelines, budget, objectives, and deliverables.

  • Supports the Program Manager in identifying and resolution of project issues and implements improvement plans to ensure project stays on schedule and within budget.

  • Attends stakeholder and partner meetings; actively communicates with leadership and staff on program activities and collaborates with cross-functional teams to coordinate and contribute to project. As part of this, builds, develops, and grows partnerships vital to the project.

  • Develops and/or reviews reports, briefing papers, press releases, contracts with partnering organizations and/or suppliers, and presentations as necessary for one or multiple projects/programs.

  • Documents and shares project accomplishments, challenges, and lessons learned among internal and external partners

    Monitoring and Evaluation (30%)

    • Ensures timely completion and accurate transmittal of project M&E data

    • Conducts data collection and performs data entry, with preparation and sorting of collected information and identifying templates that need to be entered

    • Assists with project research and pilot activities for the introduction of innovations including surveillance and other M&E activities to the project activities

    • Supports the development and dissemination of tools, materials, reports, papers, and intervention linked research

    • Assists in the review and verification of data generated ensuring that they are in line with the M&E reporting requirements

    • Supports the coordination and execution of activities such as organizing capacity building workshops for staff and partners, and collecting and disseminating relevant information on monitoring, evaluation, and research

    • Assists in the preparation of progress quarterly M&E reports and uploads all approved M&E relevant reports into the online systems as required.

    • Participates in program reviews and quality improvement plans with focus on M&E

    • Travels when needed to coordinate, monitor, and/or participate in related activities

    • Contributes to presentations in MS Word, Excel, and/or PowerPoint formats

    • Performs other related duties as assigned and agreed upon

      APPLIED KNOWLEDGE AND SKILLS:

      • Demonstrated strong management, coordination, organization, and facilitation skills, especially with development and/or emergency response projects

      • Ability to work in teams and build consensus with individuals at all levels; effective interpersonal skills

      • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas

      • Knowledge of monitoring and evaluation methodologies

      • Demonstrates ability to differentiate between situations that can be handled independently and those which require escalation

      • Ability to initiate and implement activities with minimal oversight and supervision, assess priorities, and competently complete a variety of activities with a high level of accuracy and timeliness

      • High degree of computer literacy; competent in using Microsoft Office package, particularly, Word, Excel, and Power Point and with experience using database and data analysis software

      • Ability to analyze data for and correct data errors and prepare reports

      • Strong organizational skills and attention to detail

      • Results-oriented, flexible, and problem-solving skills

      • Effective communication skills (verbal and written)

        WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

        • Usual office working conditions

        • Ability to travel domestically at least 25%

          EDUCATION/EXPERIENCE:

          • Bachelor’s degree or its international equivalent in Project Management, Public Health, Business Management, Development Studies, Allied Health, Social Sciences, or related field

          • At least 2 years in a programmatic environment with areas to include program management, M&E, and field operations

          • At least 2 years’ experience with USAID systems, rules, and regulations or with other donor or development agencies

          • Substantial previous experience in working with government, private sector, and partners

          • Experience in program monitoring and evaluation, data collection, and data management

          • Knowledge and experience in M&E and USAID systems and reporting requirements is desired

          • Prior work in a nongovernmental organization
