Since August of 2017 the heavy influx of Myanmar Nationals in Cox’s Bazaar requires emergency response in accordance with CARE’s Humanitarian Mandate. CARE has started response and preparing to scale up to 150,000 beneficiaries. A Rapid Needs Analysis by CARE Bangladesh (BD) indicates interventions are required in almost all humanitarian emergency sectors including Shelter and Site Management. CARE is responding in the targeted locations involving implementation partners. Funding has been confirmed by some donors and several more proposals (local and foreign donors) are in pipeline.

To lead design, coordination, management, and quality implementation of the Emergency Responses in Shelter and Site Management, CARE is seeking an experienced Program Manager for its emergency operation in Cox’s Bazar.

The person in this role will provide effective leadership to CARE’s Site Management Sector and Overall Management of the Program and will be responsible for leading CARE’s Site Management Sector Contingency Planning and Response. S/he will also regularly represent CARE at Shelter Sector and Site Management Technical Working Group and meetings.

The Program Manager, Site Management, will work closely with other CARE Programme sector leads (WASH, Protection/GBV, Health (SRH & Nutrition) and MEAL) to improve programme speed, effectiveness and quality; and provide mentorship, coaching and technical support to the Shelter and Site Management teams working in camps. S/he will also facilitate mainstreaming and the integration of gender & protection and DRR.

Responsibilities:

  • Strategic and quality management of CARE’s Site Management Program
  • Project Management (Plan, implement, review and reporting and Budget Management)
  • Design and Develop Site Management Plans and response mechanisms based on concrete analysis
  • Ensure coordination with Site Management sector
  • Human Resources and Administration
  • Adhere to and uphold CARE’s and CARE International Standards and Policies

Qualifications:

  • Masters or Post Graduation Degree preferably in Civil Engineering, Humanitarian/Disaster Management. Additional training or diploma in relevant field
  • Minimum of 10 years humanitarian aid experience with site management in complex and natural disasters
  • Experience in managing site management programs in emergencies; familiarity with displacement sites including spontaneous and makeshift settlements is an added advantage
  • Distribution site management program management experience required
  • Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills
  • Experience of developing funding proposals
  • Must possess a high level of all aspects of managerial experience, including managing multimillion-dollar budgets
  • Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances
  • The highest level of expertise in representation and negotiation with governments and donors
  • Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management
  • Familiar with humanitarian programming and inter-agency coordination systems
  • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application
  • Experience in budget development and management
  • Excellent interpersonal and staff management skills
  • Strong communication skills in both verbal and written English and Bangla
  • Computer skills on MS word, Excel, PowerPoint
  • Strong capacity to manage competing priorities and multiple grants
