Summary of the Position

The Program Manager is responsible for supporting the Africa Regional Lead in USPs activities of establishing and managing the partnership and growth of business operations in Africa continent. Under guidance of Africa Regional Lead, the Project Manager will interface with external stakeholders including Africa Medicine Regulatory Harmonization (AMRH), National Regulatory Authorities, Regional Economic Communities, selected donors. S/he will represent USP in selected events and forums both face to face and virtually and will work closely with existing projects to utilize success stories and best practices to strengthen relationship with other government and non-government organizations. S/he will provide program managerial oversight for selected donor funded projects in the continent to ensure effective and efficient implementation and reporting.

Roles and Responsibilities

· Provides day-to-day management of assigned partnership and growth activities, including developing workplans, deploying partnership tools and processes, drafting progress reports among other tasks, to ensure high quality results.

· Stays abreast of key developments in public health and more specifically in the pharmaceutical sector, including across the supply chain, regulatory functions, local manufacturing as well as broader regional and country health strategies.

· Conducts opportunities analysis and provide inputs on the changing landscape.

· Reviews plans and investment commitments of key donors and provide update to Africa Regional Lead and Business Development Teams

· Partnering with Country level Chiefs of Party and other Country Office staff, the Program Manager has operational accountability of timely and successful implementation and roll out of assigned Africa activities focused on increasing USP’s funding pipeline and strengthen partnership

· Develops activity budgets and monitors expenditures to ensure activities are implemented

· Works closely with Africa Regional Lead and country teams to help identify potential funders and partners and subsequently contribute in building relationships to grow USP Africa portfolio with special emphasis on pharmaceutical, diagnostics and other medical products regulation and quality assurance, strengthen laboratory management system, COVID-19 and other emerging pandemic response interventions

· Provides inputs during proposal development based on understanding of Africa landscape

· Manages selected projects in Africa region. This includes managing timelines/deadlines and providing quality control support for project deliverables to ensure effective, efficient, and compliant deliverables.

· With support from the Africa Regional Lead, Manager for External Engagement, and country teams participate in various meetings with the aim of increasing visibility and identifying opportunities for partnership and business development

· Participates in Identifying and fostering new partnerships with local and regional NGOs, private sector companies, regional donors and influencers in both Anglophone and francophone countries

· Participates in selected regional harmonization initiatives in the continents

· Contributes to developing communication and marketing materials as appropriate

· Ensures good report writing and records management, according to USP policies.

Basic Qualifications

· Bachelor’s Degree in international affairs, international development, international health or a closely related field

· Five (5) years’ experience in the international development arena, including experience contributing to new business efforts

Skills Sought

· Experience driving growth and increased visibility for an international NGO

· Experience working with teams operating from multiple countries in multilingual settings

Preferred Qualifications

· Experience of working in 2 more countries is added advantage

· Ability to make significant contributions to development and execution of business plans, including marketing strategies and tactics.

· Ability to build relationships and interact effectively with technical experts, other partners and donor agencies.

· Demonstrated ability to negotiate, influence and manage risk.

· Proficiency in French

· Professional and able to communicate effectively with colleagues and key external stakeholders.

· Prior experience and success working in complex environments, with teams whose members are physically located in different time zones and geographic areas.
