Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Chief of Mission in South Sudan, the direct supervision of the Programme Coordinator (Transition and Recovery), and in close coordination with the relevant IOM thematic units, the Transition and Recovery Program Coordinator (RSRTF) will be responsible for managing and overseeing an IOM-led Joint Program that aims to foster and promote reconciliation, community stabilization and livelihoods in target locations. It seeks to create a conducive and safe environment for civilians by engaging armed actors and supporting community policing, as well as to enhance local capacities for the peaceful resolution of conflicts and disputes arising out of competition over land and resources between communities. Finally, the Program also aims to restore livelihood and construct/rehabilitate basic infrastructure in pursuit of peace and stability. IOM leads a consortium of five organisations implementing this program through an adaptive peacebuilding approach, that will use a process of continuous learning, feedback and adaptation to achieve sustainability and transformative change.

Core Functions / Responsibilities:

  1. Manage the implementation of the IOM activities within the Joint Program and ensure that all activities are carried out to the highest possible standard and in full compliance with commitments made to the donor as well as with the relevant IOM and UN policies, guidelines and standards.

  2. Provide strategic and substantive guidance to the IOM Program Staff and ensure full adherence to the adaptive peacebuilding approach throughout all Program activities and actions.

  3. Initiate and maintain strong relationships with relevant internal and external stakeholders including, but not limited to, the Joint Program partners, government actors, United Nations Mission in South Sudan and other UN agencies.

  4. Coordinate and manage the governance structure established by IOM to ensure effective collaboration amongst the consortium partners participating in the Joint Program including the preparation of Program Board meetings.

  5. Coordinate and manage relationships with the IOM thematic units involved in the Joint Program as well as with the consortium partners, ensuring that an integrated, coherent approach across the consortium partners and IOM thematic units is maintained and strengthened throughout the project cycle.

  6. Ensure Program alignment and linkages with government priorities and actively explore synergies with other ongoing initiatives carried out by international or national actors that can increase the impact of the Joint Program.

  7. Conduct regular field visits to Program locations to monitor progress, capture transformative change achieved through the Program and initiate the development of knowledge products.

  8. Coordinate operational research including stabilization, reintegration and village assessment surveys, baseline studies and project impact evaluations, including evidence building on what works regarding violence reduction and trust building.

  9. Prepare, develop and disseminate timely analytical reports including donor progress reports, publications, and a variety of information products or proposals for internal or external use to communicate the progress and results of the project.

  10. Backstop the operational, administrative and financial aspects of the Joint Program implementation.

  11. Contribute to the overall transition and recovery strategies and approaches of IOM South Sudan including the identification of new programme needs.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, International Relations, Political or Social Sciences, Human Rights, Peacebuilding / Conflict studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Proven experience in peacebuilding, transition and recovery programming, including in projects or programs aimed at fostering reconciliation; supporting local structures and communities in the peaceful resolution of conflicts; community-based violence reduction and/or individual and community resilience in crisis or postcrisis context;

• Proven experience in project management and coordination, with demonstrated experience in managing consortiums and/or projects with several stakeholders in politically complex and operationally challenging environments;

• Experience in the use of the ‘adaptive peacebuilding approach’ and processes aimed at continuous learning, feedback and adaption, as well as solid experience of field work in the areas of peacebuilding, transition and recovery;

• Experience in coordinating and/or drafting operational research and knowledge products;

• Strong experience in multi-stakeholder liaison, engagement and management including UN, NGO, civil society, Government institutions and local authorities.

Skills

• Ability to manage partnerships and relationships with a range of stakeholders UN, government, NGOs, traditional and armed actors, etc.

• Strong initiative and independence, maturity of judgement, tact and diplomacy, interpersonal and intercultural skills, creative and problem-solving oriented thinking;

• Excellent professional track record working in programme/project implementation and coordination in politically complex environments;

• General knowledge of results-based management, project lifecycle, peacebuilding and humanitarian principles;

• General k nowledge of peace and conflict dynamics in South Sudan an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written).

Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
