KTK-BELT (www.belt-project.org) is a 501(c)(3) non-profit organization registered in the United States in 2014 to catalyze new models of biodiversity conservation and environmental learning in eastern Nepal. Its mission is to work with teachers, farmers, youth, and women to create a ‘Vertical University’ that will span from Koshi Tappu Wildlife Sanctuary (67 m.) to Kanchenjunga (8,586 m.), the third tallest peak in the world. The core objective is to give a framework to local farmers to become ‘professors’ of the Vertical University in order to teach their vast indigenous knowledge to the new generation while conserving threatened species and landscapes. KTK-BELT works with non-profit cooperatives based in rural municipalities called ‘Learning Grounds.’ Each Learning Grounds, governed by a diverse local Board, owns its own biodiversity-rich conservation land base, which it holds in perpetuity in order to prevent ecosystem fragmentation and deforestation. Local BELT Youth Fellows, trained by KTK-BELT staff, run and administer the Learning Grounds.

Position and Scope of Work

The ‘Program Coordinator position is a high-level management role which involves the coordination, oversight, and monitoring of activities of KTK-BELT and its field partners. The incumbent will be responsible for regularly liaising and communicating with national, provincial and local government authorities, under the direct supervision of the KTK-BELT Project Co-Directors. The core responsibility of this position is ensuring project outcomes are met as per the project log-frame, ensuring smooth communication with concerned government authorities, organizing DPAC/CPAC meetings with the Social Welfare Council, managing staff and overseeing the day-to-day activities of KTK-BELT and its partners vis-à-vis implementation of the ‘Vertical University Project.’ The incumbent will be responsible for project monitoring and evaluation, financial management, regular progress and financial reporting, and staff coordination. The Program Coordinator is further responsible for ensuring a healthy working environment and culture at KTK-BELT.

Key responsibilities include but are not limited to staff development, representation of the Vertical University project to local and provincial governments, communication and coordination with Learning Grounds partners, ensuring compliance with legal reporting requirements, fleet management and travel approval, and training and development of local field counterpart staff. The incumbent will need to develop work calendars that outline the relevant CPAC and DPAC deadlines for KTK-BELT and train/support his or her administrative counterparts in the local Learning Grounds partners to do the same. As KTK-BELT is striving for the administrative and financial independence of its local partners by 2023, the incumbent will have a major role in ensuring that proper, easily managed systems are created for the smooth operations of local partners.

Duty Station:

  • The duty station for this role will be Kathmandu with periodic travel to different project sites in eastern Nepal

Responsibilities

  • Managing staff and overseeing the day-to-day activities of KTK-BELT related to the management and implementation of the Vertical University project as per our government MOU, including project monitoring and evaluation, financial management, and periodic progress and financial reporting
  • Regularly coordinating with the local, provincial and national government agencies and concerned stakeholders. Maintain contact databases for concerned authorities
  • Ensure that project activities are carried out based on the organizational log-frame
  • Develop workplans based on project outline
  • Work with finance officer to create budget projections in line with project funding
  • Monitoring and supervision of project activities
  • Prepare progress activity reports every four months to the Social Welfare Council as well as ward, gaunpalika, provincial and central governments
  • Coordinate with concerned gaunpalikas to ensure that KTK-BELT and partner activities are incorporated into annual plans and budgets in Asar/Srawan in the Gaun Sabha
  • Participate in and represent KTK-BELT at inter-organizational meetings and seminars in Kathmandu and the eastern region with the highest degree of professionalism. Must be able to strategically communicate the Vertical University project
  • Prepare, or as appropriate, supervise the preparation of, annual work plans and budget projections and present to the Co-Directors for approval
  • Supervise KTK-BELT staff in the performance of their respective duties and ensure the efficient functioning of all units
  • Organize high-level site visits with concerned authorities, as per the direction of the KTK-BELT Co-Directors
  • Liaising and linking with local Learning Grounds directors
  • Ensure that KTK-BELT organizational assets are properly tracked and accounted for
  • Ensure that confidentiality is not violated and that any organizational issues or disputes are resolved discretely
  • Ensure the safety and security of the field staff, especially with respect to travel
  • Liaise with all of the field staff, stakeholders, and local governments to ensure clear communication about project progress and to clarify any misunderstandings or confusions
  • Ensure implementation of best practices in budgeting, accounting & auditing compliant with national regulations

Key Qualification & Experience

  • Master’s Degree in Management, Environmental Conservation, or Rural Development or related fields
  • High-level leadership-level experience a must
  • Background in environmental conservation an advantage
  • 6+ years of working experience in a related field
  • Proven track record and technical ability to manage a large, complex, multi-stakeholder project
  • Effective interpersonal, management and negotiation skills are proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts and NGOs/communities
  • Demonstrated ability in team management and collaboration
  • Strong academic profile and professional background
  • Prior field-based experience in project management and administrative coordination required
  • Prior experience of working in I/NGO environment with the experience of coordinating donor-funded field projects a must

Special Skills and Competence

  • Complete fluency in written and spoken English and Nepalese, and typing skills in both languages
  • Strong computer literacy
  • A high degree of patience and sensitivity, and the ability to work
  • Leadership qualities including professional communication and writing skills, public speaking ability, and project planning competencies
  • The highest degree of gender and caste sensitivity is a must

Timings: The initial contract shall be for three months on a probationary/trial basis
