IPAS Procurement supports UNOPS Country Offices and HQ Business Units in all aspects of UNOPS procurement. Our major areas of support are:

Advisory: Advice and technical support on procurement policy and processes

Operational: Establishment and management of global contracts and LTAs

The incumbent will work closely with other procurement specialists within the IPAS Procurement team to provide advisory and operational support to internal clients, i.e. to the country offices and HQ Business Units.

Besides this ongoing regular position, IPAS Procurement also intends to recruit candidates for retainer contracts (persons who take on ad hoc/part-time assignments) through this same vacancy announcement.

Functional Responsibilities:

The Procurement Specialist as a member of IPAS Procurement team, will be responsible for the delivery and implementation of effective procurement services for a wide range of goods and services. These services reflect best practices in international public procurement, compliance with UNOPS Financial Rules and Regulations and procurement policy, ensuring appropriate risk management and obtaining the best value for money.

The Procurement Specialist will perform the following duties and responsibilities:

  1. Procurement and Technical Advisory Services
  2. Operational Support for projects/programmes implementation
  3. Procurement Management
  4. Knowledge building and knowledge sharing

Procurement and Technical Advisory Services

  • Act as a focal point for procurement and contract management related to selected categories of goods and services and provide leadership and strategic direction for such.
  • Advise and support UNOPS business units and the remaining IPAS Procurement team with expert advice on topics related to procurement and contract management for selected categories of goods and services.
  • Advise and support any UNOPS business unit on the use and interpretation of UNOPS procurement policies
  • Identify potential areas for efficiency gains in the existing procurement policies and processes, formulate proposals to enhance them and report it through IPAS quarterly reports.

Operational Support for projects/programmes implementation

  • Conceptualize, elaborate and implement procurement and contract strategy including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations and payment conditions as well as risk assessment;
  • Stay abreast with market developments within the relevant product and service categories.
  • Assist with cost estimates and reasonableness of cost analysis for the relevant goods/services.

Procurement Management

  • Carry out sourcing for the relevant categories of goods and services
  • Run procurement processes to establish new global LTAs for the relevant categories of goods and services
  • Participate in evaluation of tenders
  • Review and prepare submissions to Contracts and Property Committees
  • Contract Management of selected range of contracts
  • Review and recommendation of call-off orders against existing LTAs
  • Supplier Performance Management within the selected range of contracts

Knowledge building and knowledge sharing

  • Conduct market research and analyse statistical data and market reports on the market situation, production patterns and availability of goods and services within the selected range of goods and services
  • Identify new technologies and products/services, evaluate and recommend potential supply sources and update the procurement plans and strategies based on these results;
  • Support business development teams on the technical aspects in the process of acquiring and developing new projects;
  • Represent UNOPS procurement at Business Seminars and/or in other forums to meet with suppliers when required
  • Organize, facilitate and/or deliver training/capacity building internally both at HQ and occasionally in the field.
  • Communicate and share the information through the channels established for that purpose
  • Perform other duties and responsibilities relevant to the functions of a Procurement Specialist and within the scope of the functions described above.

Education:

  • Advanced university degree (Master’s or equivalent) in Supply Chain Management or Procurement is required.
  • Advanced university degree in other related disciplines may be accepted (e.g. Engineering, Business/Commerce, Accounting/Finance, Law, Economics, etc…) together with a minimum Level 3 CIPS Certificate.
  • First-level university degree (Bachelor’s or equivalent) in Supply Chain Management or Procurement, (or in a related field together with minimum Level 3 CIPS Certificate) in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Experience:

  • With an advanced university degree, a minimum 5 years of experience in a procurement role is required.
  • Due to the nature of the functional responsibilities, at least 3 years of procurement experience derived from procurement activities at UNOPS is mandatory, including handling of procurement process, policy, contract and supplier relationship management.
  • UNOPS field office experience is an asset.
  • Solid experience with procurement of works and establishing of contracts for works as well as contracts for design and build is an asset.

Language requirements:

  • Fluency in English required.
  • Knowledge of an additional UN language is an asset.
