Job Purpose

The Procurement Officer will report to the Director of Finance and Operations. He/she will work closely with Feed the Children’s senior management and technical team leads and manage the procurement process to ensure the required supplies of commodities, facilities, and services for program activities are mobilized efficiently and in a timely manner.

Responsibilities

  • Manage the entire procurement process, including the planning of commodities procurement and supply chain activities, customs clearance, ensuring effectively functioning processes to avoid costly delays and lost opportunities.
  • Develop and manage an electronic procurement tracking system to manage procurement requests, from initiation through final delivery and payment.
  • Ensure effective lines of communication, with internal and external stakeholders, to ensure timely delivery of commodities using the most appropriate procurement procedures.
  • Be responsible for introducing process improvements that are inventive and cost-effective.
  • Ensure full compliance with Donor procurement rules and regulations and FEED procurement policies and procedures.
  • Establish and implement a monitoring system that ensures that the prices paid for commodities are in line with local market prices.
  • Identify new vendors and suppliers, and negotiate favorable terms, without jeopardizing quality and service delivery.
  • Develop and manage the rosters of vendors and suppliers and ensure that we have adequate systems to document supplier selection, and evaluation, quality, and performance measurement mechanisms.
  • Prepare annual procurement plans, in collaboration with department leads, and regular progress reports as required.
  • Ensure transparent and competitive procurements are conducted and properly documented as required.
  • Prepare service delivery contracts, leases, and purchase orders for all acquisition needs.
  • Maintain a tracking system to manage all the relevant information concerning the organization’s agreements with vendors and suppliers.
  • Build and maintain relationships with vendor and suppliers to ensure completeness of deliverables and ensure that all vendor queries and concerns are addressed promptly to ensure continuity.
  • Maintain complete and accurate procurement files on SharePoint.

Required Qualification & Skills

  • Bachelor’s Degree or equivalent combination of education and relevant work experience.
  • Professional certification and membership of a reputable Procurement and Supply body are highly desirable i.e., MIPS.
  • Minimum 5-7 years procurement management experience with a local/international non-profit organization, preferably on a health/nutrition-related project.
  • Proven experience and knowledge of 2 CFR 200 and 700, USAID ADS, and INGO business practices
