Consult suppliers (through diverse procurement procedures, e.g. call for tenders, request for quotations, etc.) to obtain best prices and commercial conditions, and ensure acceptance of applicable general terms and conditions as well as other specific requirements. Prepare contracts and purchase orders on the basis of existing templates. Make use of ERP Cloud Finance system to consult suppliers and establish the necessary budgetary appropriations. Prepare and present procurement and sales matters, present them to relevant approval bodies and meetings, and draft related minutes Contribute to the improvement of existing purchasing practices and procedures to increase the effectiveness of the procurement process. Run or establish reports in relation to the procurement activities. Assist in the establishment of other legal agreements outside the scope of a procurement procedure if required. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Completed university studies of at least 3 years (Bachelor’s degree) in a relevant area (e.g. Law, Business Administration, Economics, etc) and professional experience of 1 year. Experience or knowledge in procurement activities. Experience in drafting or preparing contracts and/or agreements. Drafting skills in English and French. Knowledge of the procurement working methods of an international organisation or public service would be an advantage. Communication: You are able to foster two-way communication. Analytical thinking: You analyse information and are able to identify relationships. Influencing: You know how persuade others through the skillful use of available information. Customer focus: You adapt services to respond to customer needs. Quality focus: You deliver a consistent quality of work. Pressure resistant: is able to work under strict deadline and set the correct priorities. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English and French at level C1 (oral and written).
The levels relate to the Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract of 3 Year (s) pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months. The successful candidate shall be engaged in principle at the basic grade of the advertised grades. In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions.
